Job Description:

Under the supervision of the Vice President of Institutional Effectiveness, the Assistant Vice President/Chief Information Officer (AVP/CIO) will provide vision, leadership, and management for the Information Technologies department, including STCC's technical and telecommunications infrastructure, enterprise applications portfolio, academic technology footprint, and end-user support.  The AVP/CIO will implement planning, budgeting, and management processes and practices that optimize personnel and supportive resources in the achievement of IT goals, which align to the strategic direction of the College.

To accomplish this, the AVP/CIO will work together with administration, faculty and staff to establish priorities and drive IT excellence for campus infrastructure (including data security and disaster recovery), network and wireless access, academic technology and applications, data governance and analytics, and application maintenance and development.  From these collaborations, the AVP/CIO will craft and lead an IT strategic and budgetary road map with associated short- and long-term projects that includes the training necessary to ensure college-wide success.  The AVP/CIO will also demonstrate a strong commitment to the value of recruiting, developing, and retaining staff as well as to creating an atmosphere of trust and respect in which all can succeed. Ultimately, the AVP/CIO will create a self-sustaining service-oriented comprehensive IT department that ensures a reliable and secure technology infrastructure to support college business operations and student success.

About IT at STCC

STCC's IT group includes 18 full-time equivalent (FTE) staff members and a budget of approximately $1.6 million serving a campus of approximately 4100 FTE students (~6000 Fall headcount) and 525 FTE faculty and staff.  The group is responsible for college-wide applications including Ellucian Colleague; infrastructure, networking, information security, and telecommunications; academic technology; and end-user support including a college-wide Help Desk.

Job responsibilities include, but are not limited to:

  • Strategic planning and budgeting for academic and administrative technology operations based on the functional needs of end-users as well as current and future directions of information technology (e.g., cloud-based solutions, VDI, IoT, BYOD, mobile solutions)
  • Facilitating collaborative efforts to evaluate the technology needs of academic and administrative departments and to optimize the use of existing technologies that is reflected in an IT strategic and tactical plan
  • Establishing IT Department success metrics to measure operational efficacy and productivity as well as fiscal soundness of short- and long-range plans
  • Optimizing technology services and vendor relationships
  • Building and staffing a robust IT team with current skills and abilities, and that includes a plan for ongoing professional development based on individual specializations
  • Managing core infrastructure (networks, virtual/physical servers, storage, data center, telecommunications) cost-effectively, with a high degree of reliability, and with an eye towards retiring legacy systems
  • Managing technology-related risks including those related to information security, privacy, and disaster recovery
  • Liaising with Facilities and Campus Police to collaborate on IT infrastructure and safety issues with particular attention to our historic campus located on a National Park site
  • In collaboration with the Senior Director of IT Applications, continuing to develop data governance policies and procedures, leveraging college data for problem solving, and optimizing enterprise applications including student information systems, business intelligence, and data visualization solutions
  • Ensuring the development and delivery of training opportunities (e.g., face-to-face, videos, documents) for widely-used current and new applications and software
  • Providing technology and support services to anticipate and respond to evolving teaching and learning approaches
  • Developing processes and procedures to support regular and ongoing maintenance and updates of classroom and laboratory hardware and software
  • Establishing mechanisms for tracking utilization data for computer labs and enhanced-technology classrooms
  • Developing and supporting a culture of service with end-user functional needs at the core
  • Ensuring that the Help Desk provides high quality, flexible, and responsive service to the College community
  • Liaising with national, regional, state (including the CIO Council), and local organizations and boards promoting and supporting information technology efforts
  • Perform other duties as assigned.

 

Requirements:

  • Master's degree required in a related field
  • At least 10 (ten) years of progressively responsible experience in the development and implementation of IT strategic and financial plans
  • 5-7 years of experience in leading or managing core infrastructure strategies
  • 5-7 years of progressive experience as a supervisor
  • Strong project and personnel management skills with the ability to meet critical deadlines
  • Experience working with and managing collective bargaining units strongly preferred
  • Experience in a public higher education environment strongly preferred
  • Exceptional skills in analyzing and solving complex problems as well as in providing documentation, guidance, and instruction to all levels
  • Exemplary verbal and written skills and the ability to build internal and external relationships that will foster respect, trust, and confidence with the campus community
  • Proficiency in leading improvement initiatives and strategic planning efforts
  • Demonstrated ability to make information technology strategies and solutions accessible to a wide range of audiences
  • Ability to set and change priorities among multiple competing constituencies

Reporting and Supervisory responsibilities

The AVP/CIO reports to Vice President of Institutional Effectiveness and is responsible for supervising the Senior Director of IT Applications, Help Desk Manager, Infrastructure group, Academic Technology group and Clerical support

Working Conditions/Physical Demands

Work is normally performed in a typical/office work environment.  Frequently required to use hands or fingers; handle or feel objects, tools or controls.   Occasionally required to stand; walk, sit; and reach with hands or arms. May occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this position include close vision, distance vision and the ability to focus. The noise level in this work environment is low to moderate.

Salary:                 $115,000-$125,000 depending upon on experience, skills and other  relevant considerations.
