The Institution

The Los Rios Community College District is a two-year public college district serving the greater Sacramento region. Our district includes American River, Cosumnes River, Folsom Lake and Sacramento City colleges; major centers in Placerville, Davis, West Sacramento, Elk Grove, Natomas and Rancho Cordova; and special services for business and industry.

Our colleges offer transfer education – students complete freshman and sophomore years and transfer to a four-year college or university – and AA/AS degrees and certificates in over 70 career fields. The District’s 2400 square mile service area includes Sacramento and El Dorado counties and parts of Yolo, Placer, and Solano counties. Approximately 75,000 plus students are enrolled in our four colleges and outreach centers.

The District office houses a number of district-wide services. These include the Chancellor’s office, Board Room, Legal Services, Business Services, Human Resources, Institutional Research, Resource Development and Information Technology. Other district-wide services which can be found at various locations around the community are the, Facilities Management Department, District Police Department, and the Workforce and Economic Development Center. Each department strives for the highest quality in all programs, services, and activities for our communities and staff.

Position Summary

The Vice Chancellor of Education and Technology performs duties under the general direction of the Chancellor and works with the College Presidents, Vice Presidents, Academic Senate leadership and other appropriate staff and administrators in the development and coordination of programs and services related to instruction, student services, information technology, Workforce and Economic Development, and the District Office of Institutional Research.

Assignment Responsibilities

Typical duties for Instruction may include, but are not limited to:
● Acting as an adviser to the Chancellor in matters pertaining to instruction in the District.
● Recommending District standards to be used in areas required by State regulations or District policy.
● Providing leadership for the district strategic plan implementation in the areas of student success and teaching and learning.
● Providing development, coordination, and support services in the following instructional areas: General curriculum; course articulation with transfer institutions; career and technical education; graduation and proficiency requirements; grading policies and practices; learning resources; instructional delivery systems.
● Preparing the academic calendar proposal; monitoring and maintaining the official curriculum inventory; assisting in coordinating the district educational program planning process; preparing and monitoring all inter-district instructional agreements.

Typical duties for Student Services may include, but are not limited to:
● Acting as an adviser to the Chancellor on matters pertaining to Student Services in the District.
● Providing coordination, development, and support in the following Student Services areas: Admissions and Records services; Counseling services; Financial Aid; Disabled Student Programs and Services; Educational Opportunity Programs and Services; Student Development; Assessment policy, practices, and services; Intercollegiate Athletics; Matriculation.
● Overseeing and coordinating the District’s Adult Education initiatives.

Typical duties for Technology may include, but are not limited to:
● Acting as an adviser to the Chancellor on matters pertaining to technology in the District.
● Providing coordination, development, and support in the following areas of technology: Academic computing; telecommunications; distance education; administrative computing; district-wide computer networks; software acquisition and maintenance.

Typical duties for Workforce and Economic Development may include, but are not limited to:
● Acting as an adviser to the Chancellor in matters pertaining to Workforce and Economic Development.
● Providing coordination, development and support in the following Workforce and Economic Development areas: regional career and technology education consortia; grant development related to career and technical education; federal and state regulations pertaining to workforce and economic development and related District Board polices and regulations.

Typical duties for Institutional Research may include, but are not limited to:
● Acting as an adviser to the Chancellor on matters pertaining to institutional research in the district.
● Providing leadership for the District Office of Institutional Research.
● Recommending research standards to be used in areas required by State and/or Federal regulations and District policy.

General Duties and Responsibilities:
● Supervising staff at the District Office assigned to Information Technology, Telecommunications, Student Services, Financial Aid, Workforce and Economic Development Center, and Institutional Research.
● Representing the District on various college, community, regional and State committees and at various meetings and conferences related to technology, instructional, student services, the Workforce and Economic Development Center, Institutional Research and Adult Eduction initiatives.
● Serving as District designated student grievance hearing appeals officer.
● Preparing various types of reports as requested.
● Developing and recommending budgets for areas of responsibility.
● Evaluating staff as required in District policies and regulations.
● Making recommendations regarding policies and level of budget support for various instructional, student services, technology, Workforce and Economic Development Center, and research programs.
● Serving as the district accreditation liaison officer and assisting in the coordination of accreditation activities across the district.
●Working flexible hours including evening and weekends, when necessary.
● Performing other duties as assigned.

Working Knowledge of:
● Ability to work with faculty and administration in the management and coordination of educational, student services, and related programs.
● Knowledge of education technology to enhance the teaching and learning process.
● Knowledge of educational and student services programs and personnel.
● Knowledge of management information services.
● Knowledge of educational institutional research.

Minimum Qualifications

1. Have a master’s degree* from an accredited institution completed by July 3, 2017.

2. Have five years of progressively responsible administrative experience in an institution of higher education, or other significant management experience outside education.

3. Have sensitivity to and understanding of the diverse academic socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, including those with physical or learning disabilities as it relates to differences in learning styles.
