Position Summary/Purpose of Position:

The Assistant Director of Network Engineering is responsible for assisting the Director to provide leadership support, vision and planning for the engineering activities of enterprise networking for the University of Maryland. This position provides managerial oversight for the planning, design and implementation of networking services for the University, including activities associated with its participation in regional and national networks.

Responsibilities include planning, design, engineering and project support for campus wired and wireless networks, research networks, data center networks, and border networking to ensure reliable and efficient services to the University; design, engineering and implementation of local, regional and national network services, and technical direction for system enhancement and expansion, including exploration and implementation of new technologies; planning, design and implementation of the campus wireless network; managing the Domain Name System (DNS) root service operated by the University; establishing strategic relationships with vendors; collaborating with peers across the University System of Maryland (USM) and the State of Maryland; assessing and understanding campus networking needs and collaborating with campus units on technology direction; managing seven engineers; project planning and implementation; instituting appropriate controls, processes and best practices that ensure compliance with State and USM audit requirements.

The Assistant Director will define the strategic direction in collaboration with the Director for the group in conjunction with campus, and will represent the University at state-wide meetings as requested. In addition, this position has budgetary and financial responsibility for the unit’s operating funds. This position also provides guidance and assistance in the creation of request for proposals, responses to grant solicitations, presides over internal and external campus working groups, and participates in or leads presentations for internal and external organizations.

Minimum Qualifications:

EDUCATION

Bachelor’s degree from an accredited college or university.

EXPERIENCE

Ten years of progressive experience in Information Technology, including at least five years’ supervisory experience, and hands-on system experience in an enterprise data networking infrastructure or application environment.

KNOWLEDGE, SKILLS AND ABILITIES

Strong knowledge of network design and engineering. Technical competency in the areas of networking, video, and telecommunications technology.

Proven track record of developing and executing technology strategies and programs, and a passion for new and emerging technologies and their applicability to the University community.

A strong understanding of IP networking, and highly experienced in data services engineering.

Skill in managing and influencing vendors and consultants

Skill in managing projects (i.e., time estimates, resources allocations, project status updates, managing critical path and milestone deadlines).

Ability to ramp up and add value quickly.

Ability to lead and manage networking and/or telecommunication units.

Ability to lead, manage, motivate, and develop staff.

Ability to lead large enterprise-wide projects.

Ability to manage budgets.

Ability to work independently and in a matrix team environment.

Ability to work collaboratively and effectively with faculty, researchers, technical staff, administrators, and constituents outside the University.

Ability to represent the University in various forums at the local, state, regional and national levels.

Ability to communicate effectively orally, and in writing.

Preferences:

Bachelor’s or Master’s degree in Electrical Engineering, Computer Engineering, Computer Science, or a related discipline, is highly desired.

Network related certification such as CCNA, CCNP, CCDA, CCIE certifications desirable.

Experience working in a large research university environment.

Physical Demands

Predominantly operates in an office environment. Some periods of time may be spent in computer room and communications equipment spaces for installation, testing, and troubleshooting. Some work (less than 5%) requires moving and lifting of heavy networking equipment.
