Job Summary

Grambling State University invites applications for the position of Associate Vice President for Information Technology. The Associate Vice President for Information Technology is responsible for the coordination, planning, development, security and the overall efficient use of information technology resources serving Grambling State University. These resources include, but are not limited to: management information systems, database operations, personal computers, classrooms and labs, data center systems, instructional technologies, local and wide area networking and telecommunications, telephone systems, and all campus-wide technical equipment and services. The Associate Vice President for Information Technology will provide effective and efficient operational support for all University-wide information technology resources; manage information technology operations in a manner that conforms to standards established by the State Auditor and the University of Louisiana System; hire, train, manage, and evaluate employees within the Information Technology Services department; develop, monitor and implement University-wide information technology and management plans; direct the development of policies, standards, and guidelines for information technology resources; monitor continuous advances in information technology; implement advances in information technology in a manner that best serves the University; develop planning and strategies to best provide for the acquisition, management, and use of information technology resources; develop the standards for the acquisition, use and maintenance of personal computers, local and wide area date and voice communications, and information systems within Grambling State University; work with other GSU departments, State agencies and universities as needed on technology issues that are of common interest; serve as the telecommunications officer for the University to State agencies for both data and voice communications as well as local and wide area networking; provide the technical architecture and planning to integrate all information technology assets at Grambling State University in such a way that all systems are able to function optimally; and participate directly with information technology personnel at the University, on a hands-on basis, to carry out projects as required. This position is a “designated position” meaning this position could potentially be required to work (depending on the event) during an emergency closing; this position is a sensitive and directly responsible for the health, safety and welfare of the general populace, or protection of critical infrastructures and requires a criminal background check.

Education, Minimum Training and Experience Required

A Master’s Degree in an area related to information management and technology or a Bachelor’s degree in a related field with extensive experience that equates to an advanced degree is required. The successful candidate must have significant experience in the actual operation, maintenance, and installation of major information systems, including computer networks, enterprise level computing systems, and personal computer hardware and software and security; project management experience must include research, planning and actual implementation of major computing systems; must have demonstrated experience in the management of information systems and in the management of information technology personnel as well as the experience to directly carry out information systems functions, on a hands-on basis, anywhere within the University; must be able to communicate effectively, both verbally as well as in writing; have the ability to develop and maintain harmonious relations with departmental staff, the faculty and the staff at Grambling State University (GSU); the ability to maintain constant technical expertise in all areas of information technology and information security at GSU is essential; and must maintain flexible hours based on the needs of the University. Preference will be given to candidates who possess experience in a college/university setting; and knowledge of a variety of enterprise environments, including Banner, PeopleAdmin, Oracle, ARGOS, Microsoft and Apple.

Job Responsibilities

The successful candidate will be expected to:

Lead and develop the information technology blueprint for the university that will include a focus on reducing manual processes, strengthening internal controls, and enhancing technological capabilities.

Provide technological guidance within the university.

Supervise information system and communications network.

Develop and implement a customer service platform to serve the organization in every aspect.

Design, establish, and maintain a network infrastructure for local and wide area connectivity and remote access.

Consult with administration, department managers, and manufacturing representatives to exchange information, present new approaches, and to discuss equipment/system changes.

Participate in vendor contract negotiations for all new computer equipment and software purchased for the corporation.

Create a cost-benefit analysis as well as supporting a detailed definition of data requirements and departmental workflows.

Oversee Internet and computer operations.

Manage the day-to-day operations of the information technology department including directing staff, who support administrative computing, networking, user services, telecommunications and other information technology functions.

Assess and anticipate technology projects and recommend appropriate action and resources.

Establish and direct the strategic and tactical goals, policies, and procedures for the information technology department.

Propose hardware/software solutions to accomplish the company’s business objectives.

Identify user needs and resolve problems.

Perform all other tasks associated with the operation of the Division of Finance as assigned by the VP for Finance and Chief Operating Officer.

Partner with the Associate Vice President for Finance to enhance automation and strengthen internal controls.
