ROLE of the POSITION

The Associate Director of IT Administrative Services provides leadership and operational direction both within the IT Administrative Services unit and in the Office of Information Technology (OIT) as a whole. The Associate Director supports the mission of the university by helping to set and advance OIT strategic goals that align with those of the institution. The Associate Director is responsible for making programmatic and financial decisions and leading strategic and tactical initiatives that address emerging campus needs. The Associate Director is expected to foster OIT values across the organization, and create an environment of cooperation and collegiality within IT Administrative Services, with other OIT units, and across the campus community.

The Associate Director of IT Administrative Services leads the team that is responsible for the oversight and accountability for all personnel, fiscal, and physical asset resources for OIT. General administrative functions within IT Administrative Services include: human resources, budget and accounting, Rebel Card Services business office, procurement, inventory, space management, and other general support functions such as phones, carts, keys. The incumbent must ensure that all unit activities are handled in a timely and accurate manner. All such activities must also be in compliance with established state, university, and unit business practices and procedures. In conjunction with the IT Administrative Services team, the Associate Director is responsible for efficient and timely dissemination of fiscal information to the OIT Leadership. Additionally, all data and transactional activity must be current so the OIT leadership team has the most up-to-date information needed to make decisions regarding hiring, strategic initiatives, operational activities, and project funding. The Associate Director is responsible for ensuring that staff members in IT Administrative Services understand the overall structure and operation of OIT as a whole in order to contribute fully to the mission of the organization.

QUALIFICATIONS

Education: This position requires a Bachelor's degree from a regionally accredited college or university. Degree in accounting, finance, or procurement are preferred; certifications in ITFM and ITIL are preferred.

Experience: This position requires a minimum of 5 years of comparable professional experience and 5 years of comparable managerial experience. Experience in higher education is required. Experience in IT is preferred.

  • Experience managing complex information technology services organizations within a university setting.

  • A commitment to staff development and the skills necessary to provide mentoring and support for continuous career development.

  • Experience as a manager or supervisor of technical professionals and projects within a technology environment.

  • The ability to manage fiscal resources both individually and in collaboration with members of a leadership team.

  • Demonstrated experience evaluating and implementing new practices and technologies to improve an organization's programs and services.

  • Excellent customer service skills as demonstrated by the ability to work directly with constituents and vendors to understand and resolve functional and/or technical issues and concerns and meet customer needs.

  • Demonstrated ability to work collaboratively and effectively with a wide range of individuals, including senior technical and non-technical leadership.

  • The ability to plan for and execute decisions to ensure the unit is fully staffed with personnel that have the skills necessary to respond with solutions that support university and OIT goals.

Planning and Priority Management

The individual holding the position must have:

  • Experience in preparing and implementing mid- to long-range plans based on multiple-sources of input that reflect the overall goals of the university, OIT, and the unit for which the position is responsible.

  • Experience that reflects the ability to: be flexible, provide realistic resource requirements, develop methods for prioritizing ever-changing needs, create measurable objectives, and be accountable.

  • The ability to prioritize multiple requests for services from a broad constituent base including Vice Presidents, Deans, and Directors of major administrative units (e.g., Academics, Finance, Human Resources, Student Affairs, Facilities).

Emerging Technologies and Best Practices

The incumbent must be able to:

  • Embrace new campus systems and technologies and incorporate any necessary changes into related OIT processes and procedures.

  • Be knowledgeable about changes in technology in order to facilitate procurement and funding requests and to be able to communicate the campus impact to non-technical constituents.

  • Investigate best practices at other universities to assist with evaluation of rate development and IT cost models.

Interpersonal Skills and Communication

The incumbent must have:

  • Demonstrated ability to communicate effectively orally and in writing with non-technical and technical audiences.

  • A commitment to communicating effectively within the unit, across the OIT organization, and with the campus community.

  • The ability and willingness to promote and sustain awareness of the services offered by and responsibilities of all units within OIT.

  • Excellent organizational and interpersonal skills.

IT Administrative Services Specific Knowledge, Skills, and Abilities

The incumbent must have:

  • Extensive knowledge of university policy and procedures related to all general administrative functions.

  • Extensive knowledge of university budgeting policy and financial procedures essential to effectively manage the complex budgets, contracts, and purchasing transactions, as well as one-time funds allocated to the unit for special projects.

  • Knowledge of principals of financial analysis and general accounting practices; familiarity with Federal OMB-21, and understanding of development of rates for various IT services to the campus.

  • Experience with analyzing financial operations to evaluate any potential cost savings.

  • Knowledge of service rates and rate development and the ability to incorporate rate models into OIT's budget strategy.

  • Familiarity with card service operations and related cash management audits and security requirements.

  • Thorough understanding of human resource procedures and experience dealing with sensitive personnel actions.

  • Ability to address unique personnel situations where established procedures may not exist; be informed on diversity and compliance policies.

  • Experience with analyzing, developing, and implementing operational work methods and procedures consistent with program requirements, university policies, and departmental standards.

  • Knowledge of procurement and contract policies and procedures required to ensure funds are used appropriately and that all acquisitions are in compliance.

  • Experience developing and maintaining vendor relationships to ensure: purchase of appropriate products and services; effective, timely negotiated contracts; reasonable prices; and excellent service and support.

  • Ability to think independently, interpret policy, and make decisions related to funding and/or administrative procedural issues.

  • Ability to analyze the aspects of a project in relation to funding restrictions and make recommendations of possible solutions in order to assure that funds are utilized appropriately, and that a project can be completed within the constraints associated with the funding source.

SALARY RANGE

Salary competitive with those at similarly situated institutions. The position is contingent upon funding with a minimum starting salary of $103,000.
