Involves technical acumen for planning, designing, developing, implementing and administering data-based systems that acquire, prepare, store and provide access to data and metadata. Maintains and optimizes systems and migrates data and systems as needed. Ensures integrity and completeness of data and workflow, manages and / or develops data practices, databases and information systems as well as guidelines, dictionaries, registries and / or services. May include interpretation of scientific research data artifacts as well as mediation across science and technology domains and long-term data care. As information architect and data steward, designs systems, data products and / or data production processes while focusing on data curation, data exchange, data security, data integrity and information environments. (Re)evaluates frameworks, strategies, standards and standards-making activities. May involve work with a project-level data repository, a center or an archive. 

Having significant experience, applies advanced data / information management concepts and Consortium objectives to resolve highly complex issues where analyses of situations, information or data require an in-depth evaluation of variable factors. Uses comprehensive knowledge of data formats, data query methods, data transformation processes and systems lifecycle processes to identify and resolve data based issues. Selects methods and techniques to obtain desired results. Creates and maintains comprehensive documents and specifications regarding data systems and transfer protocols. Directs contractors as necessary to complete the work. 

This is a position within the Smarter Balanced division of the University of California Santa Cruz Extension.

Bachelor's degree in computer science or equivalent experience / training. 

Proven modeling and information design skills with the ability to prepare complex data models unassisted. 

Ability to understand and model complex knowledge-intensive processes such as scholarly and research processes. 

Ability to represent relevant information in abstract models. Critical thinking skills and attention to detail. 

Familiarity with highly complex data quality, governance issues, requirements, logical data design and data mapping or data conversion. 

Experience in data integration and the specification of data services. 

Advanced analytical and design skills, including the ability to abstract information requirements from real-world processes to understand information flows in computer systems. 

Demonstrated effective communication and interpersonal skills. 

Demonstrated ability to work with others from diverse backgrounds and to communicate technical information to technical and non-technical personnel at various levels in the organization. 

Demonstrated service orientation skills. 

Demonstrated advanced problem-solving skills. 

Able to learn effectively and meet deadlines. 

Thorough knowledge of relevant rules, regulations, data management systems, practices and standards.

60 Execute Technical Solutions

Plans and conducts data analysis efforts for highly complex small and medium-sized projects that may include managing partnerships between multiple institutions. 

Establishes or maintains information documentation standards such as data naming standards and value domain descriptions. Schedules and conducts analysis sessions. Documents ownership, custody and access requirements for data subject areas.

Coordinates reviews of data models and data definitions. Develops both conceptual and detailed data models for projects. Develops dimensional models for data subject areas. Creates and manages workflows (including ETL, data curation and others).

Transforms data as necessary to address errors as required by subject matter experts.

40 Design and Document Technical Solutions

Develops documentation for highly complex small and medium-size projects.

Initiates and designs for diverse data systems. Initiates, designs and implements detailed interfaces between computer systems. Initiates, designs, executes and sustains metadata for collections of digital objects.
