Job Description:

BASIC FUNCTION

The Associate Vice President for Information Technology/Chief Information Officer provides leadership, planning and managing of information technology for the University in conformance with the mission statement of the University and the strategic plans of the senior administration. Directs resources to deliver new technologies on a prioritized basis and to maintain existing technological systems in an efficient and timely manner.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Participate with representative University parties (administration, faculty, staff and students) in understanding the uses and needs of technology in higher education in accordance with the strategic direction and mission of the University.

  • Provide leadership and guidance in future planning and in establishing goals and objectives for information technology services.

  • Direct, guide, and assist the different Office of Information Technology staff members in the achievement of planned goals and objectives in conformance with the mission of the University.

  • Assure that the quality of service provided by the Office of Information Technology to the University community is at the highest level possible within the operational capabilities of the installed campus network, hardware and software, telecommunications equipment, annual budget, and professional personnel resources available.

  • Formulate, propose, gain approval, and implement the annual departmental budget assigned to Office of Information Technology by the University.

  • Provide weekly updates to senior administration on status of IT projects, operational conditions and areas of concern with regard to Information Technology involvement.

  • Provide leadership on information security requirements to protect University data and business processes.  Create plans, policy, best practices, and education for the University community on our legal responsibilities towards the protection of University data and systems. 

  • Fulfill role of CISO (Chief Information Security Officer) to ensure information assets and technologies are adequately protected.

  • Ensure that the Office of Information Technology staff members perform their respective duties within the staff policies promulgated by the University.

  • Keep professionally abreast of the hardware, software, networks, systems technological changes and innovations that occur in industry, relate these changes to the University's mission and information technology paradigm, and study and determine where new technology should be used to improve cost-effective and efficient operations. Make appropriate recommendations for change and describe the consequential effects of change while being agile and adaptable in the higher education environment.

  • Provide statement-of-work specifications with information technology support-services vendors for technology-specific projects to ensure that the work to be done and the required time frames are understood.

  • Determine staffing/vendor support requirements for the accomplishment of approved information technology goals and objectives in conformance with the University's strategic direction and mission statement.

  • Interact with faculty, administration, staff and students to understand their respective needs and requirements in order to assist in their improved understanding, efficiencies, and productivity in achieving their goals through the use of information technology.

  • Conduct interviews and holds meetings with administration department heads, staff, and faculty to understand their specific information technology needs. Working with these parties, determine the most appropriate end-user hardware, software, and network solution.

  • Lead and empower the members of the Office of Information Technology staff to develop detailed comprehensive plans for the accomplishment of prescribed responsibilities.

  • Ensure the development of technical and operations standards, conventions, procedures, service level agreements, and policies that provide quality performance, cost-effective results, and appropriate documentation and training to the University's employees about these factors.

  • Manage, review, and approve specific new and annual vendor hardware and software licenses, hardware and software maintenance agreements, and other information technology contracts that are under the management responsibilities of the Office of Information Technology.

OTHER DUTIES AND RESPONSIBILITIES

  • Perform project management responsibilities, as required, for implementation of departmental and interdepartmental technology systems.

  • Develop, nurture, and maintain positive alliances with technology service providers to ensure quality system infrastructure performance.

  • Provide workshop opportunities and training offerings for staff members of the Office of Information Technology to stay abreast of new technologies and their uses.

  • Manage and recommend, by means of prototyping with internal staff and technology­ specific vendors, the standard hardware, software, peripheral devices, and network communication devices for University implementation.

  • Participate in technology-related committee work, particularly with the Academic Technology Planning Committee (ATPC) group, the IT Council, and special 'ad hoc' committees such as institutional planning.

  • Ensure the proper management of the University's Internet mail server, University's web site server, Internet access, Internet service provider, and dial-in access. Ensure the proper management of the University's e-mail (Microsoft O365), University's Portal Site, assist University Relations with the University's website (hosted offsite), Internet Service Providers, and remote (VPN) access.(Responsibility is primarily with Network Services.)

  • Working with appropriate committees, prepare new or revised policies with regards to computer usage and Internet access.

  • Ensure the accurate and timely maintenance of a computer, network, and peripheral equipment assignment inventory databases. (Responsibility is primarily with Network Services and Technical Services.)

  • Ensure the proper management and control of the acquisition of application and systems software licenses for computers, virtual environments, video conferencing, VOIP, LANs, WANs, Disaster Recovery and Business Continuity. (Responsibility is primarily with Network Services.)

  • Contribute to overall understanding of technology at University through the appropriately timed submission of written articles for newspaper and other publications.

  • Ensure the proper management of telecommunications system, cabling, and telephone services. (Responsibility is primarily with Network Services.)

  • Ensure the proper management and control of the campus wireless network, including cabling, installation, configuration, and overall wireless technologies. (Responsibility is primarily with Network Services.)

  • Manage the proper utilization of the Munroe Center for computer and network component devices, some of which require special environmental control and emergency support conditions.

  • Ensure the proper management of the 'Help Desk' for technology-related hardware and software questions, concerns, issues, and problems.

  • Create special purpose statistical procedures for the use of analyzing data in support of special projects for administration, students, and faculty; this includes statistical analysis in support of doctoral students, library and faculty surveys, etc.

 

Requirements:

A Master's degree in Information Systems Science, Computer Science, Business Administration, or related field is preferred. At least 10 years' experience in the information technology field, including at least five years in a management capacity. In­ depth knowledge in at least one of the following areas of information technology: hardware, application systems, networks, project management, information/data security. Experience in higher education and instructional technology practices beneficial. Excellent oral and written communication, organizational, leadership and supervisory skills are required. Ability to work independently, with internal or external parties, and on teams is essential.
