Job Description Summary

   

SUMMARY OF POSITION:

This position reports to the Vice President and Chief Financial Officer within the University’s Finance and Administration division.

The CIO is the head of the Technology Services Department and is responsible for the design, development and implementation of organizational information systems, software applications, and information technology support and infrastructure systems.

The CIO directs and manages Technology Services Department plans, schedules, policies and programs in a variety of areas, including, but not limited to, all business operations, computer services, desktop computer support, network communications and support, implementation and administration of software as a service (SaaS) technologies (i.e. Workday, Canvas, Salesforce, etc.) to support the mission and accomplish the goals and objectives of the University.

The CIO must provide strong leadership, should be an innovative and diplomatic leader with a strong record of building motivated and skilled teams that support a technology services culture of collaboration, and possess creativity that delivers and exceeds customer expectations. The CIO must align his/her efforts to support the academic mission of the organization.

   

Job Description

   

KNOWLEDGE, SKILLS AND ABILITIES:

  • The CIO must be a proactive, strategic thinker with a strong ability to identify and deliver innovative technical solutions, works with a range of stakeholders to identify organizational needs, and supports a customer service focused technology team.    
  • The CIO must be a business computing strategist who can ensure that the University has an appropriate and cost-effective enterprise cloud computing strategy.  He or she must also understands the difference between available services and, if applicable, any limitations with a cloud-based platform.  
  • The CIO should have a strong understanding of systems integrations and technology services planning as it pertains to capital improvements and master planning, as well as an understanding of the creation of technology services standards and specifications.
  • The CIO must be capable of supporting, and proactively improving with inputs from academic affairs, the IT needs of the academic mission which spans areas such as learning management systems, lab support, and IT-based research infrastructure. 
  • The CIO must possess the ability to work effectively and work across multiple constituencies; have a strong, open and collaborative leadership style; and have outstanding communication skills;
  • Ability to lead transformation from a traditional technology services department of data centers and networks to embracing creative customer-focused, cloud-based application deliverables.
  • Ability to manage a high-performing team with results oriented objectives driven by end user and customer expectations. Ability to establish credibility and rapport quickly with a wide range of stakeholder and constituent groups.
  • Ability to thrive in a changing and dynamic work environment.
  • Ability to provide excellent leadership and management in strategic planning, functional transformation, change, budget and resource allocation.
  • Well versed in all aspects of software, hardware and networking, in addition to embracing the building of new and innovative customer cloud-based solutions.
  • Expert skills in large-scale programs, project planning and implementation, portfolio management, technology services governance standards, methodologies, processes and procedures.
  • Critical thinking; creative problem solving and decision making skills.
  • Skills should include managing contracts with Technology Services hardware, software and telecommunication vendors.

 

 

RESPONSIBILITIES:

  • Lead the development, communication and execution of Technology Services strategy in alignment with the University's mission.
  • Leading and managing the professionals in Information Technology Services (ITS) in accomplishing their scope of services, including enterprise applications, system integration, database support, application management, multi-tiered end user support, classroom technologies, media center, records management, ID card operations, electronic commerce, student computer labs, software support, information security, portfolio and project management, telecommunications, networks, servers and storage.
  • Serve as an integral member of the University management team assuring strategic and appropriate applications of technology in education, research, business planning and practice, and outreach.
  • Develops a vision for Technology Services that supports Academic Affairs, keeps abreast of industry best practices and emerging technologies, and identifies opportunities to use new technologies to support University programs.
  • Developing strategy, budget and governance, in consultation with Academic Affairs, for integrating traditional, new, and emerging information resources and technology into the teaching, research, and extension missions of the University.
  • Collaborates with academic and business University communities to identify, plan and execute continuous improvement of mission critical services and systems.
  • Developing and maintaining positive relationships across University and working collaboratively with key university leaders and technology professionals to provide innovative IT solutions that address the complex needs of customers.
  • Develops a positive client relationship with customer employees such as The President, Provost, Chief Financial Officer, and faculty leaders.
  • Stewarding a positive culture in ITS built around partnership, transparency, collaboration and continuous improvement with a “can do approach to customer service.
  • Ensure the delivery of appropriate, effective, efficient, sustainable, and secure technology services to customers in education, research and administration.
  • Align long-term and short-term Technology Services strategic plans and practices with University strategic plans and practices.
  • Develop and support an effective and efficient Technology Services workforce and represent the University in negotiating and managing enterprise Technology Services vendor contracts and relationships.
  • Engage stakeholders to ensure transparency and promote positive partnerships in academics and research.
  • Collaborates with customers to identify technology needs, and be open minded to innovative solutions to meet customer expectations.
  • Analyzes organizational impact of technology trends and evaluates technology solutions to ensure optimization of services across organization.
  • Must set expectations, deliver against those expectations, and provide Technology Services leadership for the University.
  • Responsible for supervising and evaluating Technology Services staff.
  • Responsible for developing and administering the department budget and for ensuring University-wide adherence to a centralized technology acquisitions process.
  • Responsible for developing, recommending and implementing all technology operations policies and procedures for the University.

 

MINIMUM QUALIFICATIONS:

  • Master’s degree in computer science, or an appropriate area of specialization, six (6) years of demonstrated expertise, and progressive experience as demonstrated by growth in responsibility in information technology; or
  • Bachelor’s degree in computer science, or an appropriate area of specialization, ten (10) years of demonstrated expertise, and progressive experience in information technology.
  • Management and supervisory experience required.
  • The individual must have demonstrated experience in higher education or higher education affiliated field (such as Internet II) for some of his/her career

 

PREFERRED QUALIFICATIONS:

  • Experience implementing a major ERP system.

 

REQUIRED LICENSES, CERTIFICATIONS, AND/OR OTHER SPECIFIC REQUIREMENTS OF LAW:

  • Must possess a valid driver’s license.
  • This position requires a criminal background check.
  • This position is subject to federal and state privacy regulations.

 

TARGET HIRING RANGE:  $150,000 - $180,000, commensurate with experience.
