The Chief Technology Officer (CTO) is the second highest level information services professional for UC San Diego Health (Health System & Professional Schools) reporting to the Health CIO. The position partners with the CIO and leads the technology and IS operational direction for the enterprise. This position is responsible for establishing the technical vision and direction of the organization, and ensuring UC San Diego Health's technology strategy, capabilities, processes and people are aligned with the organization's long-term strategic priorities and current ability to execute with a high degree of effectiveness, reliability and efficiency.

The CTO will work closely with the CIO and IS Leadership Team to position the organization for sustainable growth through the development and application of innovative technologies, solutions, applications, products and processes that meet organizational needs and dynamic customer-driven requirements. This position will ensure the effectiveness and stability of existing systems while providing thought and technical leadership on innovative concepts and technologies driven by customer needs, industry trends and organizational requirements. Further, this person will be responsible for ensuring the smooth operational processes and performance within the department including IS planning, deployment, IS visioning, and understanding Information Technology trends that can create business value.

As a key leader within IS, the CTO will provide advice, guidance, and assistance to the senior leadership team within UC San Diego Health. The CTO represents UC San Diego Health in local, system-wide and national meetings and discussions. The CTO is recognized as an influential leader, providing leadership in the effective application of systems and technology at the enterprise level.

This position oversees development of enterprise standards, technology, architecture, IS operational requirements, technology evaluation and transfer, and assists the CIO with the IT governance process. The CTO manages strategic vendor and partner relationships. The role proposes and helps ensure adoption of the basic IT philosophies and directions related to planning for, acquiring, and implementing advanced information services solutions. 

Key Responsibilities:

  • Develop and maintain IT technology vision and direction for UC San Diego Health. Drive smart technology investments

  • Lead the strategic planning, implementation and overall administration of UC San Diego's security, computing infrastructure, information systems, processes, and operations

  • Create a culture of quality customer service, sound security, and innovation that synchronizes with UC San Diego Health's goals and mission

  • Establish, maintain and apply up-to-date knowledge of technology standards, industry trends, emerging technologies. Share those trends with other leaders to inform the current and future technology strategy of the health system

  • Lead the ongoing initiative to share UC San Diego Health's instance of Epic with UC Irvine and UC Riverside. Ensure engagement across the medical center campuses and alignment of systems with their IT organizations

  • Participate as a member of senior management in establishing governance processes of direction and control to ensure that objectives are achieved, risks are managed appropriately and UC San Diego Health's resources are used responsibly, particularly in areas of technology

  • Sit as a member of the University of California CTO council at the state level along with technology leaders at University of California Irvine, University of California Riverside, University of California Los Angeles and University of California San Francisco. Identify opportunities for collaboration, best practices and how to leverage the relative scale of UC Health to improve technology and health outcomes

  • Identify training opportunities and development needs and plays an active role in the professional development of the UC San Diego Health IT community

  • Lead in the negotiation with vendors and outside parties to obtain the best outcomes for UC San Diego Health

  • Develop a formalized process which consistently reviews and updates UC San Diego Health's information system & technology planning, project management, project approach, standards, budgets and best practices

  • Identify opportunities to improve productivity, communications, and effectiveness through use of new and existing information systems and technologies

  • Provide oversight to the IS security plan and team. Ensure the security program protects the health system while allowing for innovation, research and the continual optimization of systems

  • Define and implement strategic plan for that coordinates central and distributed IT providers and resources that aligns with UC San Diego Health's strategic plan

  • Provide technology leadership and be a trusted advisor to members of executive and technology teams

  • Manage architecture principles, policies and standards. Ensure architecture guidelines, legal and security policies and standards are followed when developing solution/service architectures

  • Assesses and proposes standards and services for the organization to enable the enterprise to meet strategic and tactical objectives

  • Develops and communicates necessary direction and policies for enterprise standards to ensure continuity of services

  • Ensure compliance with all federal, state, county and local laws and regulations related to health technology and business continuity standards and guidelines 

MINIMUM QUALIFICATIONS

  • Bachelor's degree in relevant field or equivalent combination of education and experience.

  • Ten (10) or more years of relevant experience managing an Information technology organization.

  • Experience and proven success in of in-depth knowledge of the functional area, business strategies, and the department's goals.

PREFERRED QUALIFICATIONS

  • Advanced degree. 

  • 10 or more years of executive level experience in a nationally recognized health care organization with exemplary quality, growth and sustained financial strength 

  • Highly experienced leader of technical staff, including demonstrated ability to select, hire, evaluate, develop and lead team members

  • Demonstrated ability to direct teams in successful rollout of technical service projects, and strong interpersonal communication, tact, and negotiation skills

  • Proven ability to assess a broad spectrum of technical resources and customer needs

  • Ability to partner with leadership, PMO and others to establish priorities, delegate and manage multiple projects simultaneously

  • Ability to manage complex projects and resources (people, costs, and time) across multiple departments and across multiple campuses 

  • Ability to develop long-range business plans and strategies and establish the strategic direction and business plans for a functional group 

  • Demonstrated ability to develop budgets and manage department within budget

  • Strong operational background and proven history of optimization of Information Services programs to achieve organization goals in a high quality and cost effective manner

  • Superior vendor negotiations, contracting, and contract review skills/ experience

  • Ability to communicate complex concepts in simple form to cross-functional departments or teams

  • Strong communicator with ability to speak and write effectively at a level appropriate for the role
