Position Summary

Metropolitan State University of Denver’s (MSU Denver) Chief Information Officer (CIO)/Associate Vice President for Information Technology Services (ITS) is responsible for oversight of information technology for the University, including: enterprise networking, server, storage, and information security; classroom and technologies related to the support and enhancement of teaching and learning; the learning management system and instructional technology services; helpdesk and user support services; enterprise systems application development and support; enterprise database management and support; and budget, contracts, and personnel management for ITS.

This position reports directly to the Provost and Vice President for Academic and Student Affairs, and serves as the chief strategist and visionary for University information technology planning and implementation. This position provides leadership for achieving better use and utilization of technology systems and services across the University, including the design and implementation of new and enriched online courses; the extension of support for the learning, teaching, scholarly and creative needs of the faculty and students; integration of the enterprise resource planning (ERP) systems; and improved technology-related support for students, faculty, and staff.

Duties/Responsibilities

35% Providing vision and leadership for developing and implementing enterprise information technology systems and services to fulfill the University’s strategic goals and objectives, including operational oversight of Information Technology Services personnel, budgets, and facilities.

35% Providing leadership in implementing and integrating complex instructional and information technology systems and services to support and enhance teaching and learning, including the identification, approval, and strategic planning for all University enterprise technology systems and operations.

10% Organizing, managing, and strengthening the development and support systems for business units and academic departments across campus, and developing, implementing, and integrating innovative and cost effective solutions for addressing campus-wide needs.

10% Establishing and maintaining a paramount focus on customer service.

5% Working collaboratively with the students, faculty, staff and administrators to develop policies and procedures that meet the needs of the campus constituencies.

5% Representing ITS on internal committees, and MSU Denver at the local, State, and National level through professional organizations or other institutional initiatives, including the efforts to establish MSU Denver as a visible resource by engaging in community outreach where relevant.

Required Qualifications

• Master’s degree in computer science, business administration, management, or related field.
Must have at least 8-10 years of progressively responsible experience as a Chief Information Officer (CIO), Chief Technology Officer (CTO), assistant CIO/CTO, or as a director or administrator of technology in a large and complex information technology organization

Or the equivalent combination of education and relevant CIO/CTO or administrative technology experience ( Note: if you are using the equivalency standard to demonstrate qualified status, one year of education is equivalent to two years of relevant experience. The relevant experience would be counted in addition to the 8 years of required experience and does not substitute).

• Experience conducting budget management for a department or organization.
• Experience providing supervision and performance management of personnel.
• Must have experience serving as a project manager or conducting project management.
• Experience managing information technology systems and information security.
• Experience in working with and establishing external information technology partnerships including with businesses, community outreach, and working with vendors and external funding sources.
• Demonstrated record of experience leading an organization through effective leadership techniques and abilities (note: this will be assessed through interview).

Preferred Qualifications

• Earned Doctorate in an appropriate Computer Science, Computer Information Systems, Information Technology Management, Business Administration, Management, or related field.
• 8-10 years of progressively responsible experience noted above would be preferably in Higher Education.
• Experience in urban higher education as found in a large non-residential campus.
• Three additional years of experience in a similar capacity OR evidence of increasing leadership positions over the past five years.
• in-depth knowledge of information technology systems, operations, and information security.
• Experience conducting strategic planning.
• Excellent interpersonal communication skills with a strong orientation toward customer service and the ability to communicate technical information effectively to technical and non-technical audiences including students, faculty, and staff.
• Strong leadership skills including problem solving, analytical, and project management.
• Ability to work collaboratively across University branches and departments and to develop cooperative working relationships at all levels of the institution.
• Familiarity with current, and ability to anticipate future, applications of information technology in instruction and higher education applications.
