The Institution is at the crossroads of a cloud-first strategy that relies less on customization and, as such, this newly created position will have responsibility for ensuring both the Enterprise Applications and Infrastructure teams are integrated under a single, strategic leadership model. The successful candidate will be required to have strong relationships with third-party solutions providers, and the ability to effectively manage the shift to a more strategic cloud-first posture for the institution. The Deputy CIO must operate strategically and continue to integrate the Infrastructure and Enterprise groups more closely to increase IT’s ability to transform and serve institutional needs quickly. A key requirement of this role is the ability to think in terms of institutional alignment and structure the teams to ensure effective execution of institutional priorities. A strong focus on the ability to manage service provider relationships and broker agreements is paramount.

The Deputy CIO and Executive Director of Infrastructure and Enterprise Systems leads, influences, and manages a staff of IT professionals in maintaining systems and related infrastructures, and coordinates the design, build, and integration of new application solutions. Areas of responsibility include Network Services, Systems Administration, Enterprise Applications teams, and associated sub-administration teams. The successful candidate will ensure effective communication and visibility into division offerings, changes, and challenges.

 Key Responsibilities

  • Provide strategic oversight of network and data center operational activities, including regular upgrades and expansion, patches and security, and ensure systems are maintained and required uptimes are met. The University is at a crossroads of a significant re-design of all infrastructure solutions. 
  • The successful candidate must have the ability, along with his or her team, to execute the innovative planning, implementation, and deliverables associated with storage, compute, and network re-architectures. 
  • Provide effective leadership in the areas of enterprise services, including ERP’s, CRM’s, student information systems, portals and other key enterprise application offerings IT supports. While not expected to be a subject matter expert in these areas, the Deputy CIO will be required to understand and shape effective strategies for expanding IT’s goal of being less dependent on customization and more focused on effective integration of 3rd party products, plugins, and services. The Deputy CIO is required to effectively lead the divisions that support agile and quick transformation and adoption of new services under the Enterprise Applications team. 
  • Provide effective management and oversight of cloud service offerings and service providers. IWU is transitioning to a cloud-first solutions structure and the ability to ensure continuity of offerings and associated security of third-party services is crucial. 
  • Work closely with the CIO and Deputy CIO and Executive Director of Client and Engagement Services to ensure effective planning, strategies, and execution of key initiatives are developed and completed. 
  • This position must partner at the senior most level within IT to ensure the Office of the CIO is effectively aligned with IWU’s organizational mission. 
  • Engage in effective strategic planning within the Office of the CIO for future-state initiatives. 
  • Ensure effective communication and cooperation strategies within and outside of IT are developed, implemented and employed. This includes ensuring that dashboards and visual analytics are effectively used. 
  • Review and shepherd all SLA’s and contracts relevant to this division, focusing on accuracy, budget constraints and security. 
  • Ensure the Director of each division is effectively managing the oversight of all networking and infrastructure devices, enterprise applications and services. 
  • Working with the IT Enterprise Architect, set direction and vision for best practices in terms of integrative support for third-party on premise and cloud applications and services that will integrate with Active Directory and Single-Sign On credentialing. 
  • As a member of the University Information Technology leadership team, provide recommendations and assist in the selection of solutions to advance the technology posture of the University. 
  • Coach, mentor, and cultivate an environment of continual learning and growth for direct reports. 
  • Working with the Information Security Officer (ISO), ensure mitigation of security vulnerability risks across managed systems, applications, and services. 
  • Participate in and leads committees, teams, and projects that promote innovation while promoting data integrity for Indiana Wesleyan University. 
  • Provide leadership in the selection and deployment of systems, associated infrastructure and applications used to manage and access data throughout the University, including hardware, monitoring software, third-party databases outside the Colleague ERP system, and associated technology and applications used to connect databases and data. 
  • Maintain a working strategic knowledge of the latest technology advancements and trends within the Infrastructure and Enterprise Applications and Systems divisions. 
  • Ensure that infrastructure and enterprise application services products are maintained in the most current and stable state and completion of appropriate planning for replacement lifecycles and associated budgeting for these areas. 
  • Working with the IT Enterprise Architect, oversee the design of physical and logical connections between systems, services, and endpoints. 
  • Ensure systems and services associated with infrastructure and enterprise systems and applications are redundant and include high availability for core services. This includes both physical and logical connectivity and ensures that power and HVAC requirements are met. 
  • Ensure regional sites and remote service locations for Indiana Wesleyan University are adequately supported by the divisions under the authority of the DCIO. 
  • Provide oversight for the development and implementation of an effective regional center support model. This includes appropriate technologies, security, and access to IWU’s systems and services. 
  • Collaborate with other IT teams as appropriate to develop and design the most appropriate technology deliverables. 
  • Ensure best practices in terms of change management are strengthened, followed and reviewed. 
  • Develop, promote, and follow the application of project management principles for all Infrastructure and Enterprise solutions. 
  • Ensure that customer service requests and projects are effectively triaged and completed. 
  • Ensure that standardizations and automations of service and technology offerings are deployed. 
  • Ensure institutional technology purchases are requested, budgeted, and implemented within set guidelines to ensure the advancement of Institutional systems, applications, and services. 
  • Participate in disaster recovery and business continuity efforts. The DCIO must oversee the development and deployment of solutions to ensure that enterprise infrastructures and application services are well-positioned for stability and access in the event of both planned and unplanned outages. 
  • Ensure that institutional data is managed, archived, and stored securely in both local and offsite repositories. This includes data at rest as well as data in transit. 
  • Provide leadership to ensure that all system, configurations, and data backups are maintained in redundant offsite and local repositories while working with the ISO to ensure confidentiality, security, integrity, and availability of the data. 

Qualifications

  • Minimum of 6 years of proven experience in managing professional technical staff positions. 
  • At least 5 years of experience working within an enterprise grade infrastructure or systems group. 
  • Demonstrated ability to apply best practices in project management and timely deliverables.
