Authority:                 This position reports to the Vice President of Administrative Services.
General
Responsibilities:    Provides leadership and oversight for Corning Community College Information Technology (IT) department.  Works collaboratively with the campus community to develop and implement IT strategies which align with the College's mission, strategic plans, and goals.  Areas of responsibility include strategic planning, policy development, integrated implementation and management of IT solutions, services, systems and IT resources, staff leadership and development, project management leadership, and user support systems and processes.

Essential Functions

 

  • Ensures alignment of IT service capacity, flexibility, and delivery with both strategic and operational requirements.
  • Leads the IT team by aligning with best practices in service management, support methodologies, change management and communications.
  • Recruiting, directing, motivating and mentoring the technical and interpersonal development of a team of IT professionals.
  • Develop short term and long term strategic initiatives to accommodate current and anticipated future needs for technology resources.
  • Evaluate the organization's technology needs and implement improvement
  • Direct departmental operations in line with industry best practices, analyze workflow, establish priorities, and develop performance and system health standards
  • Negotiate with and manage relationships with IT suppliers and third-party vendors.
  • Create, implement, and maintain IT policy and procedures campus-wide.
  • Develop and direct an administrative structure which exercises technical control of design, development, purchase, project management, and implementation of information solutions.
  • Promulgate departmental standards for system development, software and hardware to ensuring documentation, security, and other processes for efficient operations.
  • Responsible for network optimization and operation to ensure functionality, flexibility, and performance of the College information systems resources.
  • Prepare and administer departmental budget.
  • Hire, supervise, train, evaluate, and provide professional development opportunities for departmental staff. Develop and maintain strong team cohesion.  
  • Create appropriate training programs. Consult and communicate with department heads and community members relating to the use of computing and information systems and customer services issues.
  • Perform other related duties, as assigned.

 

Required Knowledge, Skills, and Abilities

 

  • Demonstrated IT leadership experience and coordination of people and resources.
  •  Excellent communication skills, both oral and written, and the ability to discuss technical matters clearly and effectively with people who do not have a technical background.
  • Knowledge of current industry practices for information systems, database management, networking, mobile platforms, and data security.
  • Strong problem-solving ability.
  • Skills include strong business acumen, future-thinking, strategic, accountable, collaborative, and proactive, all complementing strong tactical execution skills
  • Track record of building highly successful teams.
  • Ability to collaborate with peers, colleagues and staff.

 

Minimum Qualifications

 

  • Bachelor's degree in computer science, information systems/technology, or a related field.
  • Five years of demonstrated managerial experience in design, functionality, applications, and systems preferably in higher education.

Preferred Qualifications

  • Master's degree in computer science, information systems/technology.
  • Certified Information Systems Security Professional (CISSP)
  • Certified in Risk and Information Systems Control
  • Excellent supervisory management skills with a demonstrated track record of developing staff and creating a positive work environment.
