About the Position 
The Director, IT Program Management & Communications position reports to the Director, Strategy, Planning and Business Services and serves as a member of the IT Leadership Team. The incumbent works in collaboration with leaders in IT to support the diversity and inclusion strategies. The Director, IT Program Management & Communications shall identify the needs of future workforce development, workplace diversity and inclusion and ensures that appropriate training and opportunities are carried out to meet those needs.

The incumbent is responsible for developing and implementing IT strategies encompassing all available channels including traditional PR, digital communications and more. Provide professional communication and engagement advice and guidance to the VP/CIO and IT leadership in support of the IT transformation. A critical success factor for this role is to establish trusted business relationships across IT, ensuring there is alignment between the strategies, goals and direction of the university and of IT.

The Director manages the virtual PMO execution of plans, schedules, budget, communication, status reports and deliverables for multiple concurrent projects. Ensures tasks, timelines, scope and resources are properly executed and maintained, and provides general oversight and leadership to teams comprised of IT staff, campus administrative staff, faculty and students, vendors, consultants and external agencies for the successful execution of program activities.

Program Management:

  • Responsible for IT integration and program management
  • Oversees the program management of IT reorganization
  • Develops workforce strategy aligning with overall IT strategy and priorities. 
  • Identifies gaps and improves IT SLAs, service catalog and customer satisfaction processes.
  • Leads, facilitates and educates service owners on continuous improvement opportunities.
  • Responsible for the quality of service metric reporting by the team and other service owners and sharing metrics with other IT and business managers to improve these metrics.
  • Integrates reports, key performance indicators (KPIs), metrics packages and related information for IT leadership and senior management.
  • Liaison between IT and University stake holders.
  • Provides strategic and operational leadership of IT virtual PMO. Responsible for the driving strategic and prioritization of IT investments, developing a solid approach to communicating the IT programs to university.
  • Leads and champions the capability and maturity development of program management, as well as the organizational change management that is critical for the adoption, acceptance, and sustainability of these capabilities.
  • Assists the IT VP/CIO and Director, Strategy, Planning & Business Services in strategic planning, annual planning, service planning, and facilitation of IT strategy, formulation, and review.
  • Ensures IT departmental level annual plan and service plan support IT organizational strategy.
  • Assists the Director of Strategy, Planning and Business Services in organizational development efforts to promote diversity and inclusion.
  • Develops and implement procedures and programs to build a diverse and high performance IT workforce.
  • Ensures compliance with federal, state and local laws and industry regulations.

Communication Strategy and Implementation:

  • Develops IT communication strategy and process.
  • Set directions for IT web and digital signage content, review and approve content before publication.
  • Reviews, refines and approves IT Division communications working with Vice President/CIO.
  • Develop IT strategic planning, executive level review and external outreach presentations
  • Assists VP/CIO with interviews and other forms of news media interaction.
  • Participates in other activities/meetings as requested for IT transformation and communication improvements.
  • Oversees the usage and develops improvement plan on user experience and security of message platforms, such as digital signage, blogs, website and social media accounts.

This is a position in the CSU - Management Personnel Plan (MPP), and serves at the pleasure of the President. This position will require adherence to University compliance training such as: Conflict of Interest and Ethics, AB 1825 Sexual Harassment Prevention, Information Security, and Injury and Illness Prevention Program. The person hired for this position may be required to complete an outside employment disclosure statement in accordance with Title V of the California Code of Regulations.

Education and Experience

  • Knowledge of Credible stakeholder management, relationship building and ability to manage demanding and challenging stakeholders, without losing sight of the bigger business strategy picture.
  • Skills in Information Technology strategic planning and budgeting.
  • Ability to work in a position that requires a high degree of operations and service skills.
  • Ability to influence campus-wide stakeholders about the value of good internal communication and act as an ambassador for IT
  • Excellent written and oral communication skills.
  • Ability to manage initiatives or programs to promote diversity and inclusion in a large organization.
  • Strong knowledge of Program Management principles, practices, and procedures.
  • Ability to lead and manage program and change implementations in alignment with IT best practices.
  • Ability to lead and grow the competency levels of staff and to create professional development programs.
  • Ability to develop collaborative relationships with faculty, staff, and students who are technical and non-technical.
  • Ability to manage and motivate technical staff members.
  • Ability to learn, interpret, and apply CSU, SJSU, and IT policies and procedures relating to and impacting IT work, and/or administrative specialties.
  • Good Program Management Leadership skills.
  • Knowledge and understanding of technology, social media and the impact developing technology is having on communications and collaboration.
  • Ability to multi-task across technical projects, technologies and subject areas.

Preferred Qualifications 
Experienced in leading IT reorganization and workforce development; 
Experienced in managing executive level communication; Experienced in establishing and managing IT PMO
