Position Summary

As part of the Rice OIT Infrastructure and Operations team, the Director of Network Services will be responsible for all technical aspects of the network systems as well as data center operations activities.

This individual participates in technical research and development to enable continuing innovation within the infrastructure area. This individual ensures that systems hardware, operating systems, software systems, and related procedures adhere to operational standards and provides value to the RICE.

This individual will provide RICE IT team members technical recommendations and solution design for their or multiple disciplines in the relation to both projects and ongoing support operations.

These activities include the definition of needs, technological assessments, and technical strategy and capabilities; research & development within the project life-cycle; technical analysis and design; and support of operations staff in executing, testing and rolling-out the solutions. Participation on projects is focused on smoothing the transition of projects from development staff to production staff by performing operations activities within the project life-cycle.

Experience Preferred

Possess five years hands-on experience in a network environment and a comprehensive understanding working within enterprise architecture environments.

License/Certification Required

CCNA

- Security – CCISP

Skills Required

Functional: 

  • Proven track record of driving and leading large-scale architectural projects throughout an entire organization through to completion

  • Knowledge of IT Quality Assurance processes

  • Familiarity within solution design & architecture

  • Robust knowledge within security architecture

  • Ability to work within mobile, cloud and infrastructure as service environments

Technical: 

  • Expert knowledge of end-to-end network and communications infrastructure and systems within a large campus or enterprise environment

  • Ability to design and deploy large scale enterprise wireless infrastructure, network security systems, and network core services such as DNS, DHCP, firewall and IPS/IDS

  • Advanced knowledge of Cisco switching & routing, including EIGRP & BGP

  • Ability to work load-balancing and/or application networking knowledge of Cisco ACE, F5 or Citrix platforms and systems

  • Ability to review and select technical network solutions

  • Ability to support the procurement of networks systems.

  • Ability to work with 3rd party technical engineers

  • Exceptional analytical and problem solving skills

Other: 

  • Ability to simplify and articulate complex technical scenarios and project scopes to Sr. Management, while providing direct mentoring and management to subordinate engineers and analysts

  • Ability to prioritize and execute tasks in a high-pressure environment and make sound decisions in emergency situations

Frequent contact with faculty members, research staff, administrative staff, and students in all departments.

Frequent contact by telephone and in person with vendors to facilitate installation of new products and maintenance of existing systems.

Frequent contact via electronic mail with persons not employed by Rice University on a nationwide basis. Occasional contact with vendors during off-site conferences

Must be able to lift computer equipment.

Working Conditions
  • Must deal effectively with stressful situations, critical deadlines, and a customer base with high service level expectations and a wide range of computer knowledge and sophistication

  • Equipment and facilities, some difficult to access, are often located in rooms with a wide variety of physical characteristics

  • May be required to work nights and weekends during (un)planned outages and other special circumstances

  • Will be required to carry a cell phone and be reachable during off hours

  • Provides technical leadership on network and data center services

  • Directs, hires, develops and manages the performance of staff 

  • Responsible for the definition, design and interpretation of technical network architecture taken from user requirements specifications or in direct discussions with the requests, to create a solutions architecture to meet business requirements

  • Defines the target network architectures, and the roadmaps and timescales for these architectures to ensure the most effective use of technology and digital services across the institution whilst delivering the required outcomes

  • Acts as design authority and provides an assurance role, ensuring that all architecture activities and deliverables are produced to a high quality and are consistent with existing standards, policies and strategies

  • Serves in a lead role in the full life cycle delivery of the technical solutions for business projects from initial concept, requirements gathering, specification, design, delivery, acceptance and in to operational support

  • Delivers high quality implementation of the defined solution to facilitate realization of organizational benefit

  • Responsible for the determination and endorsement of the appropriate: frameworks, standards, libraries and approach to be adopted, in the translation of this architecture into working solutions and maintenance plans Develops network technology strategies and roadmaps

  • Develops and manages organization wide networking investment/budget
