Job Description Summary

The Director of the OIST and Chief Information Officer is responsible for all components of the College’s Information Technology (I.T.) resources. The Director of the OIST and Chief Information Officer provides leadership and supervision in all areas of I.T. planning, procurement, infrastructure, hardware, software, maintenance and staffing. The Director of the OIST and Chief Information Officer supervises all of the College’s computer support staff.

Essential Duties and Responsibilities:

  • Participate in the development and implementation of administrative policy related to I.T.

  • Provide leadership in college-wide technology planning and development. This includes, but is not limited to, the following:

    • Assess current and future technology needs for Southwestern Michigan College.

    • Develop and execute a technology plan that is sustainable within allocated budget.

    • Facilitate technology integration college-wide.

    • Document the OIST operating processes and procedures.

  • Procure and maintain computing resources. Specific activities include, but are not limited to, the following:

    • Coordinate with all units of the College to determine technology needs.

    • Make recommendations for the purchase and deployment of computer hardware, software, and peripherals consistent with the college-wide technology plan.

    • Develop, communicate, and execute an obsolescence plan for hardware, software and peripherals.

    • Provide for timely resolution of computer hardware, software, peripheral and network problems.

    • Facilitate planning sessions for college departments to ensure coherence of technology efforts college-wide.

  • Responsible for computer network, including, but not limited to, the following:

    • Ensure maximum up-time and reliability of the College’s computer network.

    • Maintain and enhance network services to all stakeholders.

    • Ensure the integrity and security of the campus computer network.

  • Responsible for academic computing, including, but not limited to, the following:

    • Support of instructional labs and smart classrooms.

    • Support of faculty and student computing needs.

    • Assist in the evaluation, installation, and support of administration-approved course-specific computer technology requirements.

  • Responsible for administrative computing, including, but not limited to, the following:

    • Maintain an enterprise-wide application for College business.

    • Develop and maintain proper procedures and controls to ensure the accuracy, timeliness, and security of all reports and projects prepared by the OIST.

    • Ensure reliable back-up of institutional mission-critical data and systems.

  • Responsible for computer support call-in requests, maintaining a prompt, efficient, effective, and customer friendly computer support operation.

  • Responsible for the development and implementation of a plan to ensure that the College’s website becomes an effective public information and marketing tool, academic support tool, student service support tool and administrative support tool.

  • Develop and maintain effective systems of both vertical and horizontal communication with all other divisions and units of the College, with faculty, staff and students.

  • Assemble and evaluate indicators of effectiveness and develop and implement strategies to assure that all components of the college-wide I.T. operation are meeting established goals.

  • Prepare operating and capital budget recommendations and supervise expenditures for all areas under the Director of the OIST and Chief Information Officer’s supervision. Administer the final budgets.

  • Create and maintain an architecture plan with associated, principles, policies, and standards and guidelines

Required Qualifications
  • Bachelor’s Degree from an accredited institution 

  • 5 years of relevant experience

  • Sufficient technical and information systems knowledge to be able to successfully carry out responsibilities and duties

  • Experience managing complex information technology services organizations within an education setting.

Knowledge of:

  • College organization, planning, implementation and evaluation of computer-based management information services.
  • Principles and practices of organization, records management and general administration.

  • Basic website maintenance.

  • Compliance requirements for Gramm-Leach_Bliley Act (GLBA) and other applicable information privacy regulations.

  • Data analysis, budgeting and business operations
