Departmental Overview

UC Berkeley’s Information Services and Technology (IST) division is a trusted and strategic campus partner, supporting the teaching, research, and public service goals of faculty, students, and staff, financially sustainable, and providing services for the campus common good. This position is a key role in the Student Information Systems (SIS) unit in IST that oversee the operations of software solutions that support mission-critical applications utilized to operate the University. The SIS is based on the Peoplesoft Campus Solutions product, with additional supporting applications.

The objective of the SIS unit is manage a continuous cycle of technical improvement and feature enhancements in PeopleSoft application systems and associated applications. The applications support processes include admissions, enrollment, registration, financial aid, student accounts, advising, a student portal, financial services, and human resources. To ensure the success of these mission-critical systems, the department includes a blend of technical and functional experts who will test and implement new features, respond to customer issues and campus needs, and keep all systems running optimally throughout the academic cycle.

The Technical Director position leads the staff who design, develop, modify, test, evaluate and maintain enterprise application systems, databases, web interfaces and web content. The work includes test-to-production processes, quality assurance, infrastructure and software management and documentation of applications.


Technical Application and Infrastructure Management:

  • Plans, conducts, and coordinates business programming applications activities.

  • Manages feasibility studies for new applications and/or revisions to existing systems. 

  • Oversees system development cost estimates, budgets, and schedules.

  • Prepares and presents project proposals to management and user departments.

  • Establishes programming standards, oversees systems architecture and infrastructure, security and program documentation requirements.

  • Monitors design processes and prepares reports on systems projects.

  • Involved in developing, modifying and executing campus policies that affect immediate operation and may also have campus-wide impact.

Team Management:

  • Selects, develops, and evaluates personnel to ensure the efficient operation of the function.  Directs skills required for development of team.

  • Establishes and assures adherence to schedules, work plans and performance requirements.

  • Manages applications programming activities through several subordinate managers having overall responsibility for functional programs.

  • Provides guidance and direction for achievement of objectives (operational and budget processes, staff FTE, finance, human resources and space planning).


  • Regularly interacts with senior technical or campus management on matters impacting multiple technical or functional areas.

  • Demonstrates values of excellence, innovation and integrity.

  • Interacts with senior management in other campus units on service needs or concerns, customer negotiations, or influencing and persuading other senior level managers on important topics.

  • Presents to governance committees and senior campus management.

  • Leads IT campus architecture direction, manages conflict between units.

Financial Management:

  • Establishes and assures adherence to budgets.

Required Qualifications

  • Minimum 5 years’ experience in managing IT teams and/or projects.

  • Minimum 3 years’ experience working on ERP or other mission-critical systems.

  • Demonstrated track record of managing high-performance teams in implementation and/or operational modes towards successful attainment of challenging goals.

  • In-depth knowledge of the applications programming development function and a broad knowledge of the IT organization.

  • Ability to manage and coordinate day-to-day activities and to work closely with stakeholders to ensure that issues are addressed in a timely fashion and in accordance with the expectations of unit executives.

  • Demonstrated reputation for being respected as a leader, influential in the organization, and a team player.

  • Team player comfortable working across groups and collaborating with customers, stakeholders, technical staff and management.

  • Ability to balance both long-term and short-term implications of individual decisions.

Preferred Qualifications

  • Substantial experiences with PeopleSoft ERP, especially on the technical side.
