Working within a learning college environment and reporting to the CIO of Phoenix College, the Chief Technology Officer provides leaership in the planning, direction and implementaiton of strategic college-side academic and administrative information tchnologies at Phoenix College.  The CTO manages departments, teams, projects and resources that may include Systems & Database Support Services, Infrastructure/Networking, Application & Web Development/Support, IT Security, Project Management and the college's two Data Centers.  This position is expected to demonstrate a commitment to world-class customer service, innovation, team building, student success, integrity and diversity in the performance of job duties. 

Essential Functions

30% - Provides IT leadership, goal-setting, planning, direction and overall operational oversight for selection, implementation and maintenance of all enterprise technology systems and solutions at the college; directs service delivery and assures quality of services

20% - Directs and administers budgets and expenditures; identifies and allocates resource needs for college enterprise IT services encompassing two data centers and servers, storage, databases, switches, access points, telecommunications equipment, access control systems and other mission critical systems and software; integrates technologies and projects

20% - Facilitates strategic planning and exercises independent decision making authority; develops departmental procedures, metrics and analysis, vendor relations, products and services and performs business continuity planning and cost/benefit analyses

20% - Fosters staff development at all levels of the organization and provides training and mentoring to staff to meet professional, personal and institutional goals; approves staff selection; oversees the disciplinary process for assigned team(s)/staff

10% - Directs planning and collaboration with customers and peers to assess needs, then develops, refines and/or implements advanced technology solutions to meet those needs; provides overall IT leadership and guidance and serves as college and district wide subject matter expert on various technologies; performs other related duties as assigned

Minimum Qualifications

Bachelor’s Degree in information technology or directly related field and six (6) years of professional experience in area related to assignment, which includes two years of supervisory experience

OR

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation

Desired Qualifications

1. Master's degree in Computer Science, MIS, Business or a closely related field

2. Six (6) or more years of experience managing an Information Technology team/department, including experience with developing and administering Information Technology budgets.

3. Four (4) or more years of experience with high-availability infrastructure. Example may include servers, storage, databases, disaster recovery, virtualization, datacenter, operations monitoring, network communications and managed/cloud services

4. Three (3) or more years of experience in higher education technology management and communications

5. Two (2) or more years of experience managing IT projects from the research stage through to completion

6. Industry certification and knowledge of, and experience with IT best practices. Example may include ITIL, ITSM, CompTIA, etc.

7. Knowledge of the philosophy and principles of a Learning College.

Special Working Conditions

Possession of a valid State of Arizona Class D Driver's License is required; employee must meet district minimum standards regarding driving:  http://www.maricopa.edu/legal/rmi/vehicle.htm#requirements

May be required to sit for a prolonged period of time viewing a computer monitor.  

May be required to work at multiple sites or locations.

May be required to lift or carry up to 25lbs.

May be required to work evenings and/or  weekends.
