Job Summary

Information and Technology Services (ITS) is looking for an IT Program Manager to join the Project Management Office (PMO).

As the leader of a high-performing team, you will have the opportunity to work in a large, very dynamic matrix environment with cross-functional teams to design and deliver IT solutions that support the needs of the University community. The IT Program Manager will be responsible for leading and coordinating program activities in the pursuit of delivering program objectives and benefits on time, within budget, and at agreed-upon quality levels. This position reports to the IT Project Management Office Director.

You have at least ten (10) years of related experience to include in-depth experience in program and project management, sponsor engagement at the executive level, process improvement, client relationship management, and IT methodologies and a minimum of two (2) years of supervisory experience, to include recruiting, mentoring, leadership, and team building, and a proven ability to lead a Program Office staff. Also, five (5) years experience demonstrating management skills including time management, organizational prioritization, decision making skills and experience in planning, designing, building, testing, and delivering information systems.

Responsibilities*

  • Lead  the program lifecycle: define, initiate and plan complex programs; monitor and report progress; establish and manage the Program Office, coordinate projects and their interdependencies;maintain program documentation.

  • Manage program budget: work with Information Technology Services, Michigan Medicine, and University financial offices, as needed, to establish program budget, to track actual spend, maintain financial forecast, and produce and deliver financial reports.

  • Manage program risks and issues: proactively identify program risks and issues and take corrective action; assist in the resolution of escalated project risks and issues. 

  • Coordinate the projects within the program and their interdependencies: work with project managers to understand project status, provide guidance, realize synergies, and regularly validate project alignment with program strategy.

  • Manage resources across projects: ensure effective resource utilization, proactively identify and resolve resource constraints. Establish productive relationships with third-party resources assigned to the program and hold vendors accountable to contracts and Service Level Agreements.

  • Manage overall stakeholders’ communication: with the help of Program communications staff, ensure stakeholders receive timely, accurate, and effective communication, including regular status reports. Engage stakeholders, as needed, to ensure continued support of and participation in the program.

  • Track, measure, and realize program benefits: Develop and maintain program benefits realization plan and benefits tracking mechanisms; ensure program roadmap delivers incremental benefits and report them timely and accurately.

PRIORITY SETTING/STRATEGY/PLANNING

Define overall roadmap and strategic planning of the training direction for ITS programs and projects. Collaborate across the organizations within ITS and the University of Michigan (U-M) to plan, prioritize, and lead training efforts and develop strategies to meet future requirements. Effectively utilize leadership and strategic thinking skills to lead strategic planning efforts to define the strategy of the training direction for the organization with alignment to the organizational training strategy and collaborate across the organization to plan and coordinate program and project team priorities.

Required Qualifications*

  • Bachelor’s degree in Business Administration, Computer Science, Information Systems, or equivalent combination of education and experience.

  • Project Management Professional (PMP) certification

  • A minimum of ten (10) years related experience to include in-depth experience in program and project management, sponsor engagement at the executive level, process improvement, client relationship management, and IT methodologies

  • A minimum of two (2) years supervisory experience, to include recruiting, mentoring, leadership, and team building, and a proven ability to lead a program office staff

  • A minimum of five (5) years experience demonstrating management skills including time management, organizational prioritization, and decision making skills.

  • A minimum of five (5) years of experience in planning, designing, building, testing, and delivering information systems

  • Proven ability to lead project teams to meet customer expectations

  • Excellent organizational, analytical, and independent problem solving skills

  • Strong interpersonal skills with an ability to work effectively through all levels of management and matrix organizations

  • Ability to influence others in the building and maintaining consensual approach with a wide array of diverse business interests

  • Excellent consultative, conflict resolution, negotiation and facilitation skills

  • Demonstrated ability to comprehend and resource large-scale projects within and across departments

  • Ability to work in a collaborative team-oriented environment with proven experience and success in leading and building effective teams

  • Knowledge of financial concepts, including ability to manage a program budget

  • Ability to communicate effectively, both orally and in writing with all levels of staff

  • Highly organized with ability to work independently and proactively

  • Excellent presentation skills to communicate technical and non-technical information clearly and concisely to individuals of different backgrounds, technical expertise, and levels of authority
