The IT Senior Manager will provide management, leadership, and technical guidance of a team of 12 Systems and Security Engineers for three core IT domains:  Systems Management, Monitoring and Security.  This position is highly technical and will provide expert level guidance for the team of IT professionals in these core IT domains.  This position also will provide some limited project management for the EMMS team’s internal projects. 

The EMMS IT Sr. Manager will collaborate with EMMS customers across JH.  These EMMS customers include every IT group at Johns Hopkins.  This position will be responsible for leading and coordinating efforts related to Management, Monitoring, and Security projects for the EMMS team. 

There will be a great deal of peer interaction with IT staff and leadership across all IT groups at Johns Hopkins.  This position will be leading many of the efforts within EMMS. 

Direct supervision is provided by the Deputy CISO.  High-level objectives and plans are set forth by Sr. IT Leadership, however the methods and specifics will largely be self-determined and goal oriented.  This position will coordinate with colleagues responsible for the key initiatives across Enterprise Technical Services and the ICSC.

Responsibilities:

  • Management – This position will work with the Deputy CISO and the Enterprise Management and Monitoring Services team to provide management and leadership for configuration management for client and server systems.  This includes the Configuration Management Database (CMDB), security updates management, client and server operating system deployment, server and client inventory, IT Automation, and software delivery.  
  • Monitoring – This position will ensure that centralized monitoring are designed based upon customer requirements, including service oriented monitoring, server monitoring, to include Windows, Linux, and Unix, database monitoring, user-centric monitoring, and client monitoring.  This position will also be responsible for leading new monitoring initiatives for IT@JH.   
  • Security – This position will lead efforts related to several key IT Security technologies and initiatives:  Network Access Control (NAC), Security Incident and Event Management (SIEM), Incident Response, Intrusion Detection, device encryption, and log aggregation and management for both operational and security purposes.  This position will also be responsible for helping to lead new Security initiatives for EMMS.

Strategic Planning and Controlling

  • As a member of a senior management team, contributes or leads planning to achieve organizational goals by prioritizing initiatives and coordinating the evaluation, deployment, and management of current and future technologies.
  • Develops technology solutions to anticipate the organization's needs, be cost-effective, reliable and compatible with existing and emerging technologies.
  • Anticipates change and responds when technology requirements emerge and evolve.
  • Based on understanding of organizational goals, mission and culture, assesses impact and effectiveness of technology to ensure it supports the organization’s needs.
  • Helps establish budgetary goals and provides input towards priorities.  May develop IT operations budget.
  • Works with constituents in conjunction with other IT leaders to interpret customer business needs and makes recommendations for strategic investments in technology, applications, business process, personnel, etc. that meets the agreed upon goals of the organization.
  • Ensures that applicable Hopkins policies, practices, regulatory requirements are addressed and followed within his/her area of responsibility.

Relationship Management

  • Represents senior organizational leadership, often with delegated authority, in meetings both within and outside of Hopkins.
  • Represents the interest of the organization at industry, state and federal meetings to ensure that the best interests of the organization are considered. 
  • Manages the customer relationship and satisfaction as well as adherence to the contractual obligations.
  • Creates and promotes a culture of excellent customer service.
  • Establishes and maintains ties with colleagues throughout the institution to ensure optimal collaboration and coordination of effort.
  • Maintains relationships with strategic technology vendors for the organization.

Project/Product Responsibility

  • Has direct responsibility for the design, development, and application of technical solutions that satisfy customer needs and are essential to the ongoing operations of the department or IT function.
  • Is responsible for the management of multiple IT projects that impact the department or IT function, including planning, and monitoring progress toward completion.
  • Ensures continuous delivery of information technology support and services through direct management of service level agreements.

Staff Management

  • Recruits, develops, retains, and organizes staff.
  • Assigns tasks, monitors progress, and provides guidance.

Qualifications

A Bachelor’s degree coupled with a minimum of 7 years of management experience is required.  Additional education may substitute for required experience and additional related experience may substitute for required education.

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.

Knowledge, Skills, and Abilities (KSAs):

  • Possess a strong background and thorough understanding of systems management, monitoring, and security systems. 
  • Great communication skills, a strong predisposition for collaboration, and be strongly committed to EMMS efforts
  • Proven ability to prioritize work and ensure projects and workloads are completed on time while maintaining high morale
  • Caring and empathetic individual that participates in the growth and well-being of the EMMS staff reporting to them
  • Significant experience with scripting (PowerShell/Python) and automation efforts.
