Network Engineering Manager University Information Services (UIS)

The INO team is one of many that belong to the UIS Network and Computing Systems (NCS) organization who manages and provides support for the University’s integrated network (data/telecommunications/video), data center production control for academic and administrative processing, systems management of enterprise server infrastructure and facilities infrastructure project management. INO has primary responsibility for the engineering design, implementation and operational maintenance of the University’s $30M network spanning 60 buildings on and off campus and the connections to our remote sites in Bladensburg, MD; Doha, Qatar and other locations in the DC region.  To achieve this goal, NCS focuses on the following strategies:

  • Reduce system downtime and increase operating efficiencies by ensuring that management of all systems and services follow defined standards and operating procedures and that all problems are resolved in a timely manner

  • Prioritizing activities using a goal driven process that, in combination with external benchmarking and research, attempts to maximize the mapping of our team’s activities to user-prioritized, business goals (i.e. we strive to work on the highest value activities while saying ‘no’ to lower value distractions)

  • Increasing collaboration at all levels (e.g. within and between teams,  with other UIS divisions, and with our user communities)

 

The Network Engineering Manager manages the Georgetown University enterprise network which includes university capital and non-capital assets (switches, routers, gateways, cabling, servers, and software licenses) that exceed $10M in value. This individual manages the critical enterprise network and voice systems and will carry a cell phone for managing and participating in the resolution, communication and escalation of system events and outages.  He/she will be required to work off-hours in the early mornings and late evenings to accommodate the requirements of the change management procedures. Duties include but are not limited to:

 

Operations and Change Management

  • Plans, directs and participates in the actions of network staff involved in operational events, scheduled and unscheduled outages and work.

  • Plans, directs and participates in changes to the network operational environment.

  • Ensures effective and timely communication to management and staff during events.

  • Responsible for gathering and reporting information in follow up to events such as scheduled and unscheduled changes to the network operational environment.

  • Responsible for developing, revising and maintaining change scripts.

  • Responsible for sustaining network infrastructure 24x7.

 

Network Engineering and Systems Configuration Management

  • Works with the Operations teams to ensure all network systems and critical facilities are monitored.

  • Works with the Operations, Security and Engineering teams to develop and enhance systems monitoring tools such as NETDISCO, a UNIX-based, open source network monitoring and management tool and the IMS environmental monitoring system.

  • Works as a member of the Engineering teams to develop and enhance configuration management tools such as Solarwinds

  • Works as lead of the Network Engineering and Operations team to improve existing network services such as DNS, DHCP, RADIUS and VPN.

  • Works as lead of the Network Engineering team on developing network monitoring and management tools to help repair and avoid performance bottlenecks.

  • Develops, maintains and enhances scripts and tools to analyze and interpret log data from network and server devices (Ansible, Splunk).

  • Works as the Lead of the Engineering and Operations team to enhance and expand the environmental monitoring and alert system.

  • Meets with departments to develop proposals, pass them through the internal QC process, communicate and schedule installation via Change Control.

 

Project and Program Management

  • Ensures all projects in the Network Engineering and Operations teams are effectively monitored and maintained.

  • Proactively identifies opportunities for cost savings and improvements in vendor contracts.

  • Works with other UIS teams to establish and maintain service level agreements for network services, cable plant management, VPN and firewalls for enterprise and departmental customers.

  • Maintains a working relationship with our key vendors such as Cisco and Avaya and our peer schools.

 

Staff Management

  • Counsels staff as needed on issues related to personnel, performance and review, budgeting, politics, leave, compensation, student staffing guidelines, restrictions and procedures, staff scheduling, safety and legal issues.

 

Requirements

  • Bachelor's degree.

  • Five Years of senior-level network engineering in a large, complex and diverse enterprise network needed.

  • Solid understanding of TCP/IP and network routing and switching protocols including OSPF and MPLS is required.

  • Excellent interpretive and listening skills.

  • The ability to address and present technical issues to technical and non-technical staff.

  • Mastery of e-mail and office productivity tools such as word processing, spreadsheets, presentation software such as PowerPoint, engineering diagramming such as Visio.

  • Basic understanding of the statistical analysis and budgeting.

  • The ability to design, monitor and improve quality control procedures

 

Preferred Qualifications

  • Science, Technology, Engineering or Math Degree Preferred.

  • Cisco CCNP or CCIE certification is desired.

  • Experience managing voice systems PBX and IP telephony desired.

  • Experience with tools such as Cisco Prime, Nagios and Solarwinds desired.

  • Experience with UNIX environment shell scripts, PERL and tools such as CVS desired.

  • Experience in Systems Programming/Development, Electrical, UPS and power distribution systems, high-density cabling systems is a plus.
