The University of Colorado Denver l Anschutz Medical Campus is seeking applications for a Program Manager of Web Services. This full-time University Staff (non-classified) position serves in the Enterprise Applications and Services division at the Denver Campus.  

 

Position Summary: 

The position provides traditional direct line-and-staff supervision. The Program Manager of Web Services is responsible for providing cultural alignment, leadership, guidance and product management for CU Denver, CU Anschutz and CU Online web presences including development and service support of web content-focused technology services. This position builds relationships with schools, business units, and other academic support organizations to provide campus-wide web strategy and design and development services. Responsibilities include establishing and administering operating and technology standards, development of new web-based services, and problem identification and resolution. Assists in day-to-day production problems, acts as escalation point to resolve urgent and/or complex web and intranet issues and manages client expectations. Work is performed under minimal supervision and performance is based on the effective operation and well-being of the Web Services team and the services they provide. The performance evaluation is conducted through the performance evaluation system and in accordance with the University Policies & Procedures.

 
Examples of Work Performed:
  • The Program Manager of Web Services is responsible for ensuring the professional growth, development and well-being of the Web Services team through advocacy, thoughtful and consistent personal interaction, effective goal setting, and alignment with OIT strategic objectives and OIT cultural initiatives.

  • The Program Manager of Web Services partners with internal and external content managers, editors, designers, developers, and other University staff to ensure web sites meet both client and University needs, Support the University's strategic priorities, align with the brand strategy platform, and meet University Web and Accessibility standards.

  • Tracks and tests new technology and new techniques. Establishes procedures to determine the suitability of new technology and procedures for the web environment

  • Motivates staff by assigning challenging work that meets the advanced design, functionality, and content needs of the university.

  • Maintains interpersonal relationships with peer program directors and managers, supervisors, subordinates, directors and coworkers to facilitate a harmonious work environment.  Fosters teamwork, communications, and camaraderie in OIT.  Develops, instills, and maintains a service-oriented attitude towards customers and their needs. 

  • Provides administrative and technical direction in the design, development, and implementation of new web sites, web-based applications including mobile, web services, and systems that serve CU Denver | Anschutz.  Guides the development of effective training offerings.  Formulates and writes best practices concerning service levels and support. 

  • Serves as liaison to vendor account teams and meets regularly with vendor project managers, sales engineers, and customer service representatives in determining the university’s short and long-term needs.  Defines procedures, priorities, and guidelines for all vendor installations.  Meets with Web Governance Committee, Web Advisory Committee, OIT directors, managers and support staff to determine the department’s short-term and long-term web-service needs.  Makes well thought out recommendations to OIT leadership concerning vendor selection and product offerings.  Negotiates favorable contracts and SLAs with vendors and suppliers.

Salary and Benefits: 

The salary range for this position has been established at $85,000- $95,000 and is commensurate with skills and experience. This position is not eligible for overtime compensation.

Qualifications

 

Minimum Qualifications: 
  • Completion of four years of college with a bachelor’s degree from an accredited university or college with major emphasis in Business Administration, Engineering, Computer Science, Information Systems, Product Management or a closely related field is required.

  • Substitution Work experience in the occupational field or specialized subject area of the work assigned to the job may be substituted on a year-for-year basis for the degree.

  • A minimum of 2 years of progressively responsible experience in the IT industry is required.  Experience and proven success in the management of large-scale, complex IT systems is mandatory. 

  • Two years of experience in a management or supervisory capacity demonstrating the ability to perform effective budget management and supervision of staff.

 

Preferred Qualifications:
  • M.B.A. or M.S. with emphasis on computer science, information systems, product management or software engineering

  • 10 years of progressively responsible experience in the IT industry is preferred. 

  • Operational IT experience within a governmental or higher education institution is desired. 

  • Experience building enterprise software using a product management methodology

  • Experience using Microsoft Team Foundation Server (TFS) for requirements, project, testing and release management

  • Experience with Agile development methodologies

  • Experience working with or for a higher education institution

  • Experience with application lifecycle management (ALM) methodologies and how they pertain to incorporating information architecture requirements into larger development projects

Competencies, Knowledge, Skills, and Abilities:

  • Knowledge of leadership and management methods, models, and practices.

  • Working knowledge of a broad range of technical subjects including, but not limited to, project management, business analysis, web design, web development, user interface, relational database management, analytics, information architecture, client management, web technology, web taxonomy, user interfaces, technical training, content management systems and search engine optimization strategy. Ability to understand the use and application of related software applications (e.g. MS Office, Java, HTML authoring, Content Management Systems, Photoshop, etc.)

  • Working knowledge of software product management methodology.

  • Ability to work cooperatively with the University community to develop strategic and tactical plans to facilitate and coordinate the delivery of Web services. Coordinates, develops, and implements project plans to deliver these services. Maintains open communication with other technology teams and planning committees to assure efficient processes are implemented and to coordinate projects with overlapping responsibilities.

  • Proven ability to implement and support the latest strategies and techniques of digital marketing in an educational setting.

  • Ability to present web & mobile strategies to diverse audiences, manage multiple projects and maintain schedules and budgets.

  • Ability to articulate and maintain alignment with standards for design, navigation and browser capability (e.g. accessibility, fonts, formatting, icons, images, layout techniques and modularization). Ability to lead effective design strategies that align with the University’s brand and integrated marketing strategy.

  • Proven skills in planning and managing web projects including preparing and maintaining accurate records of service requests.

  • Lead internal teams on executing solutions effectively, with an agile mindset and a drive for results.

  • Ability to establish and maintain effective professional working relations with subordinates, peers, colleagues, associates, administrative staff members, faculty, and with personnel of external agencies and organizations.

  • Effective leader of people who has a can-do attitude and is a strong manager of resources. 

  • Self-starter and a quick study with solid managerial, technical, financial, interpersonal, and organizational skills.

  • Excellent verbal and written communication skills, interpersonal relationships, leadership and management principles and decision-making abilities.
