Involves providing a variety of IT services. Assignments may include database administration, application programming, IT project management, systems administration, systems and process analysis, security, solution development and maintenance, business technical support or a combination of these and / or other IT functions. Note: If 50% or more of the position is in a defined function, the position should be placed in that function. 

Plan projects and establish priorities based on Smarter Balanced's strategic plan, and manage resources to meet project schedules and goals. Coordinate with senior management to review and approve recommendations for operations and development. Provide guidance to subordinates to achieve goals in accordance with established policies, and best practices. 

UC Smarter Balanced is a large-scale, online assessment program that serves 6M students and 400,000 educators in California and across the nation. Governed by a consortium of member states, UC Smarter Balanced executive committee, governing board, and K-12 educators provide valuable input into the design and delivery of standardized assessment for states, territories, and Bureau of Indian Affairs. The program is organized within the division of continuing education, UCSC Extension, University of Cailfornia, Santa Cruz.   • Bachelor's degree in related area and / or equivalent experience / training. 

  • Uses and applies applications Information Technology theories and concepts to manage and provide solutions. 

  • Broad working knowledge of the applications programming development function. 

  • Ability to gather, organize, and analyze data in the completion of assignments. 

  • Possesses skills necessary to accomplish department / section objectives and address related problems and issues in an effective manner. 

  • Demonstrated skill in managing technical staff to deliver high-availibility products and services to customers. 

  • Experience in the management of ongoing technology infrastructure acquisition and expansion, to include the identification and integration of suitable emerging technologies. 

  • Thorough knowledge of IT systems lifecycles, IT specfications and standards, and software development including Application Program Interfaces, data communication protocols. 

  • Ability to understand the process involved to adapt, integrate, and modify existing programs or vendor-supplied products for use within the technical environment. 

  • Experienced in leading change management activities and managing their impact across the unit or department. 

  • Experience of analyzing buy vs. build procurement for products for effective and efficient technology use. 

  • Excellent oral and written communication skills, including the ability to effectively present technical topics to individuals and groups with potentially varied levels of technical sophistication. 

  • Strong knowledge and understanding of service delivery principles.

  • Uses and applies applications Information Technology theories and concepts to manage and provide solutions. 

  • Typically 2-5 years of experience managing an information technology organization.  

Thorough knowledge of subject area sufficient for strategic planning, technology assessment and direction.  
Selected candidate will be required to pass a criminal history background check. 

Must be able to work from home or remote office.
