Los Medanos College is seeking a dynamic Technology Systems Manager to lead and advance the college’s comprehensive information technology department. This position plays a critical role in shaping the digital infrastructure and service delivery that supports student success, faculty innovation, and institutional effectiveness.
The ideal candidate will bring a proven track record of leading high-performing IT teams in fast-paced, complex environments—preferably within higher education. They will demonstrate the ability to work collaboratively across a diverse and inclusive academic community, navigating shared governance while aligning technology strategies with institutional goals.

The successful candidate will be adept at managing enterprise systems, integrating technology-rich learning environments, and ensuring that IT services are responsive, secure, and scalable to meet the evolving needs of a large and diverse college community.
DUTIES:

Duties/essential functions may include, but not be limited to, the following: serves as the computer and network systems expert on systems analysis and design; evaluates user requests, program design, system interface, third party software, and user documentation; maintains and monitors systems performance and resolves operational issues; coordinates the development of user specifications, designs, and tests systems to meet those specifications, writes systems and user documentation; installs and implements software packages and trains users; plans, develops and oversees the work of assigned technical and support staff; evaluates the effectiveness of the computer and network systems and implements systems improvement and modifications; prepares various highly complex reports on operations and activities; participates in the selection of staff, coordinates appropriate staff training and conducts performance evaluations; builds and maintains positive working relationships with co-workers, other District and college employees, outside agencies and the public; perform other related duties as assigned.

EDUCATION:
Equivalent to completion of a BA/BS degree from an accredited college or university with major course work in computer science, business, network communication technology or a related field.

EXPERIENCE:
Equivalent to at least five years of full-time supervisory or management experience overseeing all aspects of computer and network systems. License/Certification: Possession and maintenance of a valid Class C California Driver’s License and a good driving record.

DESIRED QUALIFICATIONS

  • Demonstrated success in developing and executing a technology vision and roadmap aligned with institutional goals in a higher education or large enterprise setting.
  • Strong track record implementing comprehensive information security strategies, including network protection, user training, data integrity, backup, and disaster recovery protocols.
  • Proficiency managing cross-platform environments, including Windows, macOS, Chrome OS, and mobile ecosystems, as well as virtualization platforms (VMware, Hyper-V).
  • Knowledge of instructional technology and smart classrooms, lecture capture, and hybrid learning environments; experience supporting instructional innovation at scale.
  • Demonstrated experience managing enterprise applications ensuring interoperability between platforms and facilitating data-driven decision-making.
  • Experience leading high-performing IT service teams using agile with a focus on responsiveness, ticket resolution analytics, and continuous improvement in high-demand environments.
  • Proven ability to engage and communicate effectively with a diverse range of stakeholders—from executive leadership to frontline faculty and students—across a shared governance culture.
  • Strong skills in crisis response, both technical (e.g., outage, breach) and interpersonal (e.g., supervisor/team conflict), with the ability to mediate, de-escalate, and drive collaborative outcomes.
  • Hands-on experience designing and supporting cloud-first or hybrid infrastructures, including services like Microsoft Azure and migrating legacy systems to modern platforms.
  • Thought leadership in identifying and integrating AI/ML or automation solutions to enhance instructional delivery, student services, and operational efficiency in a college environment, along with ethical and equity considerations.
