Position Statement:

The Vice President of Educational Technology (EdTech)/Chief Information Officer (CIO) is responsible for campus wide leadership, vision, strategic planning for all information services, resources, and educational technology. This includes data analytics and visualizations, business intelligence, development, support, compliance, infrastructure, security and technical services. Reporting to the President, this position will provide oversight and direction to Information Technology (IT) and campus leaders on strategy, standards, and opportunities for shared services and economies of scale for information systems and educational technology. A key component of this role involves the ability to partner with key stakeholders including academic leadership to ensure the successful employment of the latest technology strategies in the classrooms and throughout campus. 

 

ESSENTIAL FUNCTIONS

  • Serves as chief strategist and visionary for comprehensive IT solutions. Leads the development of strategy, implementation, and operations for the technology infrastructure to ensure an environment that supports both the academic goals of the institution, the College’s administrative services, and meets all cybersecurity requirements at the highest level.

  • Builds the organizational capacity (structure, competencies and staffing) with a culture of exemplary customer service to support delivery of current and emerging IT strategies.

  • Partner with students, faculty and staff to identify and explore innovative ways to use technology to further GGC’s mission and goals in ways that respect the institution’s culture.

  • Guides the development of enterprise technology standards, governance processes and performance metrics to ensure IT delivers value to the institution.

  • Builds a strong customer service orientation within the IT organization.

  • Creates an operational environment that is efficient (standards), strategic (architecture), and secure (business continuity and security).

  • Identifies and implements best practices for optimizing infrastructure and operations costs ensuring overall system performance improvement.

  • Advises on all policy and investment decisions related to technology, working in close collaboration with executive and administrative staff members in all units of the institution.

  • Manages college-wide computer planning process and approves the purchase of all hardware and software.

  • Leads, coaches, and evaluates staff using proven and effective management techniques; Support learning and development opportunities such as workshops, conferences, certifications, as appropriate.

  • Manages IT resource requirements to ensure an appropriate balance between tactical and strategic demands.

  • Maintains and enhances collaborative relationships and partnerships with other IT professionals and associations within the University System of Georgia.

  • Serves as the liaison between the campus and the Board of Regents' Office of Information and Instructional Technology.

  • Ensures integrity of data stored on College computer systems by ensuring that system backups are performed daily and by taking steps to prevent security breaches and non-authorized access to confidential and sensitive data.

  • Develops, oversees, and regularly tests IT disaster recovery procedures to assure business continuity for both central and distributed systems and services.

  • Performs other related duties as assigned.

REQUIRED QUALIFICATIONS

  • Master's degree in Higher Education Administration, Computer Science, Business Administration, or a related field.

  • Minimum of 10 years of experience in technology related position. At least five (5) years of progressively responsible experience as a CIO (or equivalent), assistant CIO, or as director or administrator of technology services, preferably in a higher education setting.

  • Substantial experience leading major network, systems, and data center technology organizations and projects, along with the demonstrated ability to develop enterprise technology architecture and to lead implementation of major technology products.

  • Significant experience, preferably in a higher education setting, in information technology strategic planning and substantive knowledge of the impact of technology on teaching and learning, information management for administrative decision support, and electronic business processes.

  • Business principles and techniques of administration, organization, and management to include an in-depth understanding of the key business issues that exist in higher education.

  • Experience with both shared and outsourced solutions, as well as information and communication systems in a multi-site client-server environment.

  • Proven excellence in budget and resource management.

  • Ability to link and apply complex technologies to business strategies.

  • Extensive knowledge of a variety of high-level programming languages and microcomputer architecture, as well as knowledge of a variety of computer platforms and software applications.

  • Ability to align strategic and operational needs with organizational development initiatives.

  • Must be proactive and innovative, capable of leading change management initiatives and effectively prioritizing and accomplishing objectives with tight deadlines.

  • Ability to listen to and interpret user needs and problems and to apply knowledge in directing solutions.

  • Proven effective communication skills among a diverse population.

  • Ability to plan for the immediate and future needs of the campus.

  • Ability to perform responsibilities at a high level in a dynamic environment.

  • Highly organized and detail oriented; ability to handle multiple demands and competing priorities.

  • Ability to work independently and in a predominantly self-directed manner.

  • Doctorate degree

Position requires fiduciary responsibility, therefore successful completion of a credit report may be a condition of employment. Position may require local travel. Ability to lift and carry files and materials. Ability to move from one office to another office on campus.
