Job Description:

General Statement of Duties

The Chief Information Officer has primary responsibility for the daily operation of the Information Systems and Services department and the application of technology solutions across the College. Leading a team of IT managers, he/she ensures that the IT operation and the college's Strategic Technology Plans align with the college's strategic direction, goals and objectives. Working collaboratively with Divisional leadership and departmental managers, he/she plans, designs, directs and implements information technology organizational improvements, policies, procedures, processes that comply with "best practice" IT standards. He/she directs all operational activities of the Information Systems and Services department: administrative computing, telecommunications, network and technical services, and Help Desk. He/she is a "hands on" leader, practitioner, and mentor to develop and improve ITS departmental effectiveness and the capabilities of the Information Systems and Services staff.

Responsibilities

EXAMPLES OF RESPONSIBILITIES/DUTIES: Not intended to be an exhaustive list.

  • Directs and manages overall operations of the Information Systems and Services department including but not limited to: policies, procedures, protocols, processes, security measures, and definition of clear deliverables and productivity metrics.

  • Provides oversight, planning, and project management for academic and administrative IT platforms.

  • Provides leadership and oversight to all aspects of technological integration into the College.

  • Manages and develops technology resources to ensure that technology investments are supporting the institutional strategic plan and priorities, maximizing departmental and institutional productivity, efficiency, and effectiveness in a cost effective manner.

  • Ensures effective and consistent information processing operations and the safeguard of information resources.

  • Manages relationships with external consultants and vendors and ensures all licensing/contract agreements are maintained and up to date and all contacts are documented and easily referenced.

  • Maintains knowledge of new software and hardware developments and incorporates new developments into the future systems of the College where incorporation will forward the College's goals and objectives.

  • Ensures users are provided the highest quality professional, courteous, and timely support and service.

  • Stays abreast of higher education technology trends and relevant regulations to ensure effectiveness and compliance

  • Serves as liaison with both internal and external constituents of IT

  • Selects, develops, evaluates and motivates departmental staff to effectively carry out departmental functions and provides for the continuity of IT managerial and specialized skills development, organization, and facilities.

  • Establishes/coordinates technology issues closely with the ATG Committee comprised of key academic and administrative end users as well as any related technology.

  • Solicits bids for contracts and evaluates outside services as appropriate.

  • Represents the College in collaborative activities including regional and state initiatives and other IT alliances.

 

Requirements:

  • Bachelor's degree required in Computer Science, Business Administration, Management or other closely related field.  Master's Degree preferred;

  • At least five (5) years of information systems management;

  • Experience in higher education environment that includes "hands on" practice, management, staff supervision, and budgetary responsibilities in an Information Technology operation;

  • Solid experience with Ellucian Banner and Oracle preferred;

  • Demonstrated knowledge of current practices in management, computer systems, networking and e-learning;

  • Working knowledge in strategic planning, analysis, database management, financial planning and reporting, interviewing, negotiating, and employee development

  • Excellent written and verbal communication skills;

  • Ability to build and maintain positive relationships with faculty and staff;

  • Ability to recognize and prioritize operational needs to resolve problems with the effective use of technology to support the College's institutional priorities;

  • Ability to implement systems using current system development methodologies;

  • Familiarity with local and wide area networks, networking, and senter technologies;

  • Ability to implement professional development plans for information technology staff;

  • Relevant and substantial experience managing staff and technology in a complex environment;

  • Demonstrated ability to establish and maintain effective working relationships with diverse constituencies.

  • Specific experience in working closely with faculty is highly desirable;

  • Other duties as assigned.
