Under the direction of the Assistant Superintendent/Vice President, Administrative Services, this position is responsible for planning, implementing, maintaining, and safeguarding the district’s information systems to support academic activities, student services, and business operations. Provides institution-wide leadership, consultation, and strategic direction for all information technology activities, including planning, analysis, design, installation, and maintenance of systems, applications, networks, and communication systems within the district.

REPRESENTATIVE DUTIES

- Direct, administer and supervise the planning, organization and coordination of information systems and technologies to support instructional, student services, and administrative programs. Develop and encourage the adherence to information technology standards. Promote and encourage the development of innovative technology. (E)
- Provides managerial direction and leadership in the development, refinement and implementation of the District's Information Technology initiatives, including implementation of cloud services and virtual technology, by articulating a clear vision of technology uses and benefits. (E)
- Develop, implement, and maintain the District’s Technology Plan working collaboratively with instructional technology proponents. (E)
- Ensures the delivery of quality technology and support through effective needs assessment, system design, and selection and implementation processes. Interacts with internal and external customers to define needs, evaluate operations, and enact improvements and enhancements. (E)
- Develops, maintains, and evaluates policies, procedures, standards, capacity, and infrastructure required to provide flexible and cost-effective information technology services that support quality instruction, efficient administrative processes, and internal and community access. (E)
- Establishes and maintains an effective and efficient organizational structure within Information Technology; establishes and communicates clear roles and responsibilities for Information Technology management staff. (E)
- Directs and oversees Information Technology workforce planning and performance management; establishes standards and reviews staff performance; selects, trains, and evaluates assigned staff. (E)
- Ensures that District-wide technology standards are developed, followed, and regularly reviewed. (E)
- Oversees the development and maintenance of business continuity and disaster recovery plans in the event of outages or failure of critical systems. (E)
- Leads, manages and participates in the development and implementation of technology security policies, standards and procedures to prevent the unauthorized use, disclosure, modification, loss or destruction of District data assets; directs activities to assess and ensure the integrity and security of the District-wide IT infrastructure; directs the implementation of appropriate District-wide security incident notification procedures. - Facilitate operational and strategic planning of technology services, infrastructure, and enterprise applications in support of Educational Master Planning goals and objectives. Align services in support of master planning, Board of Trustee goals and President’s objectives. Regularly evaluate and adjust services to achieve operational goals and objectives. (E)
- Communicates, collaborates and cooperates with faculty, support staff, administration and students to plan, develop, and support the information technology functions. (E)
- Approves all purchases of computer hardware and software, licensing agreements, and technology partnerships in order to ensure lower costs, adherence to board and administrative policy, quality of merchandise and uniformity of equipment that meets established AVC IT standards. (E)
- Actively collaborates within participatory governance structure to represent and support technology operations and services. (E)
- Oversees the evaluation of emerging technologies, maintaining technology literacy, developing and maintaining faculty and staff technology training, and creative application of technology resources. (E)
- Design and implement a strategic roadmap for AI to enhance academic, administrative, and research capabilities within the college, leveraging AI to drive innovation and efficiency. Develop training programs to help faculty and staff understand and utilize AI tools effectively. (E)
- Makes recommendations for administrative computing, telecommunications and instructional computing personnel needs and, as appropriate, participates in the hiring process. (E)
- Secures and administers licenses and maintenance agreements and actively collaborate with constituents to ensures regulatory compliance regarding appropriate use and intellectual property rights compliance for administrative and instructional hardware, software and peripherals. (E)
- Develops and manages the information technology operating budget and associated capital budgets in consultation with department heads and administration. (E)
- Develops, recommends, maintains and documents information technology policies, procedures and security strategies, audits their effective use and monitors compliance. (E)
- Plans and manages the telecommunications services of the college (maintains telecommunication lines and phones; manages and maintains long distance services). (E)
- Plans, coordinates and provides work direction to assigned staff, students and/or hourly workers; including the establishment of goals and objectives and participating in the selection, training, and evaluation of assigned personnel. (E)
- Serves on committees as required or assigned and participates in professional organizations as appropriate to assignments. (E)
- Performs other managerial duties as assigned.

MINIMUM QUALIFICATIONS
-
EDUCATION AND EXPERIENCE:
- Bachelor's degree in computer science, Management Information Systems, Engineering, Mathematics, or a related field.
- Seven (7) years of professional experience in planning, developing and implementing complex, multi-vendor and multi-platform applications, systems, and services, with four (4) years of recent management experience in the field of computer information services with emphasis on strategic planning, systems analysis and design, systems development, installation of networks, programming, computer operations and maintenance, and management of computer systems.
- Sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability and ethnic backgrounds of community college students.
