Job Summary/Basic Function:

The Information Technology Manager (IT) is responsible for the oversight and management of all WSRI IT functions, and hardware/software systems. Working in conjunction with the facility security officer (FSO), and the Information Security System Manager, the IT Manager is responsible for effective provisioning, installation/configuration, operation, and maintenance of all systems, hardware and software and related the organizational technical infrastructure. The IT Manager will work with security to ensure the systems across the board are fully compliant for any program needs. The IT Manager participates in technical research and development to enable continuing innovation within the infrastructure, ensuring that system hardware, operating systems, software systems, and related procedures function optimally and adhere to security requirements. Oversee and direct the work of IT Desktop Technician and manages to the overall WSRI IT annual budget.

Minimum Qualifications

-Bachelor’s degree in Computer Science, Engineering or Management Information Systems or related discipline. 
-A minimum of five (5) years of system and network administration for both Windows and Linux.
-A minimum of three (3) to five (5) years of IT system practices and principles, Cyber Security, intrusion detection systems.
-A minimum of two (2) years software administration, for both Windows and Linux environments.
-A minimum of two (2) years of software development, preferably with Java, JavaScript, XML, and HTML.
-U.S. Citizenship.
-Ability to gather and define requirements from customer’s needs.
-Must have the ability to obtain and maintain a US Government security clearance. SCI/SAP.
-Understanding of proper NIST 800-171 implantation as it relates to ITAR, HIPAA, and PII.
-CompTIA Security+, or similar, certification.
-Ability to work in a team as well as independently with little direction.
-Ability to work in a structured software development process. 
-Must have the ability to obtain and maintain a US Government security clearance. SCI/SAP.
-Understanding of proper NIST 800-171 implantation as it relates to ITAR, HIPAA and PII.
-CompTIA Security+, or similar, certificate.

Essential Functions and percent of time:

45% – Provides supervision, leadership and direction in the provisioning of all new laptops/desktop/workstations/servers onto the network; Provides technical leadership and ensures appropriate planning for the determination and application of IT support requirements through budget development and process development improvement for technical and business processes; oversees the assigning of domain access, provision new employees to appropriate domains, provision external users, subcontractors or guests on to the network, provision VM services, workstations and servers on both unclassified and classified environments, develop and update access rosters as required.

20% – Supports the security team to ensure system security is met by defining access privileges, control structures, and resources. Determine security violations and inefficiencies by conducting periodic audits; upgrades system security by implementing and maintaining security controls; supports classified system requirements.

Essential Functions and percent of time (cont'd):

15% – Ensures appropriate planning for the deployment of key systems and applications; Guides the installation and administration of software tools such as Git, Jenkins, Maven, Nexus, etc. Administer VM equipment; customization of commercial off-the-shelf (COTS) software; Perform patching and updating of operating systems to remove possible vulnerabilities and maintain secure environment.

10% – Develops IT strategy, creates tactical/operational plans and supporting application architecture; develops IT documentation in support of specified business unit strategic plans; define policies and procedures regarding IT infrastructure and development; identify gaps in existing policies.

5% – Directs and leads IT system and data backup and restores; perform periodic system efficiency assessments.

5% – Respond to troubleshooting and attend calls for immediate repair work; maintain inventory of technology equipment, ensuring there is necessary stock to carry out immediate repair work.

Special Contract terms and conditions of employment apply. Length of appointment is one year, renewable, contingent upon funding.
